Mark your calendars now to attend the seventh seminar convened by WIFLE and NCWP in partnership with the local international law enforcement community in Washington, D.C. The purpose of this year's seminar, similar to past years, is to bring together a group of international practitioners to build partnerships, share methodologies and operational responses to this crime that knows no territorial boundaries. Experts from U.S. and foreign law enforcement agencies, as well as non-government organizations (NGOs), will share thoughts and experiences on various aspects of this highly exploitive and lucrative crime. Through dialogue with colleagues who face similar issues, there are avenues to examine innovative solutions and build strong alliances to combat offences against human trafficking.

প্রিয় রাজধানীবাসি,
একটি দেশের রাষ্ট্রীয় সীমানা তথা ভূমির আয়তন ও জনসংখ্যার বিচারে বাংলাদেশ পৃথিবীর শীর্ষ ঘনবসতি পুর্ণ্ একটি দেশ এবং একই বিচারে বাংলাদেশ পৃথিবীর অষ্টম বৃহত্তম (শুধুমাত্র জনসংখ্যার আধিক্য, স্বল্পভূমির রাষ্ট্রিয় সীমানা ও ভাষা ব্যাবহারের ক্ষেত্রে)। দেশে অত্যধিক জনসংখ্যার কারনে মানুষের মৌলিক মানবাধিকার বিষয়গুলো বাস্তবায়নে সরকার সহ রাষ্ট্রিয় সকল প্রতিষ্ঠান অধিকাংশ ক্ষেত্রে হিমসীম খাচ্ছে। একই কারনে সরকার কতৃক জনকল্যানে গৃহীত অনেক প্রকল্পই ব্যার্থতায় পর্যবসিত হচ্ছে। আজকের সংবাদ সন্মেলনের মুল দাবি “বিশ্ব কার মুক্ত দিবস” ২০১১ এর আলোকে রাজধানী ঢাকার অসহনীয় যানজট এড়াতে প্রাইভেট কার নিয়ন্ত্রনের মাধ্যমে উন্নত গনপরিবহন ব্যাবস্হার প্রতিষ্ঠা চাই।
বিশ্বে প্রথম কার মুক্ত দিবস পালিত হয় ২২শে সেপ্টেম্বর ১৯৭০। দিবসটি পালনের মুল উদ্দেশ্য ছিল প্রাইভেট কার নিয়ন্ত্রনে সচেতনতা বৃদ্ধির মাধ্যমে জ্বালানি সমস্যা মোকাবেলা ও অর্থনৈতিক সাশ্রয় এবং পরিবেশ সুরক্ষা। একই লক্ষ্য সামনে রেখে ইউরোপের বিভিন্ন দেশ ও বড় শহর গুলোয় ১৯৯০ সালে “বিশ্ব কার মুক্ত দিবস” পালন করা হয়। এর পর ১৯৯৯ সালে ইউরোপিয়ান ইউনিয়ন প্রথম “বিশ্ব কার মুক্ত দিবস” পালন করে। বিশ্বব্যাপি কারমুক্ত দিবস পালনের চেতনায় বিশ্বের অনেক দেশে, ২০০০ সালের ২২শে সেপ্টেম্বর থেকে দিবসটি আনুষ্ঠানিকভাবে পালিত হয়ে আসছে। এরই আলোকে এখন বিশ্বের অনেক দেশের নগর ও মহানগরে ”প্রাইভেট কার নিয়ন্ত্রনে” নেওয়া হচ্ছে বিশেষ পদক্ষেপ। বাংলাদেশে আমরা গত ৭ বছর যাবৎ “বিশ্ব কারমুক্ত দিবস”র চেতনায় এই দিবস পালন করে আসছি।
রাজধানী ঢাকায় বর্তমানে প্রাইভেট কারের ব্যাবহার অত্যধিক হারে বেড়ে গেছে ও যাচ্ছে। গনমানুষের যাতায়াত সুবিধা, পরিবেশ সুরক্ষা সাশ্রয়ী ও ভ্রমন বান্ধব উন্নত “পাবলিক বাস সার্ভিস” চালু হলেপ্রাইভেট কারের উপর নির্ভরশীলতা কমানো সম্ভব। কারন একটি বাসে যে পরিমান যাত্রি বহন করতে পারে, একই পরিমান যাত্রি পরিবহনে ৩০টি প্রাইভেট কার প্রয়োজন।
এছাড়া প্রাইভেট কার বৃদ্ধির ফলে পরিবেশ দুষন, জ্বালানি ব্যায়, দুর্ঘটনা, পরিবহন খরচ এবং শহরের অন্যান্য প্রয়োজনীয় কাজের জন্য জায়গা কমে আসে।গনপরিবহন উন্নয়নের পাশাপাশি বিদেশ নির্ভর জ্বালানি সংকট এড়াতে ও আমাদের দুর্বল অর্থনীতি সুদৃঢ় করার লক্ষ্যে প্রাইভেট কার নিয়ন্ত্রনে কার্যকর উদ্যোগ গ্রহনের জন্য সরকারের কাছে আমরা দাবি জানাচ্ছি। অত্যন্ত যৌক্তিক কারনেই বাংলাদেশে ”বিশ্ব কার মুক্ত দিবস” এর চেতনা প্রতিষ্ঠা জরুরী।
১) উন্নত গণপরিবহন ব্যাবস্হা প্রতিষ্ঠার লক্ষ্যে সড়ক, রেল ও নৌ-পথ উন্নয়নের মাধ্যমে সমন্বিত যোগাযোগ ব্যাবস্হা প্রতিষ্ঠাকরণ।
২) রাজধানীর অসহনীয় যানজট এড়তে পর্যাপ্ত সংখ্যক পাবলিক বাস, যাত্রি ছাউনি, বাসের পৃথক লেন, নগর বাসের কর কমানো ও প্রয়োজনিয় ভতূকি প্রদান এবং হাঁটা, সাইকেল ও রিক্সার সঙ্গে ঢাকার সর্বত্র বাসে চলাচলে সুবিধার লক্ষ্যে সমন্বিত ও পরিকল্পিত যোগাযোগ ব্যাবস্হা প্রতিষ্ঠাকরণ।
৩) প্রাইভেট কার নিয়ন্ত্রনের আমদানি কর বৃদ্ধি, একদিন জোড় সংখ্যা ও অন্যদিন বেজোড় সংখ্যার নম্বরযুক্ত প্রাইভেট কার চলাচলের এবং সরকারি অফিস আদালতে শীর্ষ চাকুরে কর্তাদের যাতায়াতের সুবিধার্থে ১০/১২ সিটের মাইক্রো/কোস্টার বাস সার্ভিস ব্যাবস্হা প্রবর্তন চাই।
৪) রাজধানীর ব্যাস্ততম এলাকায় প্রাইভেট কার চলাচলের ক্ষেত্রে কনজেশন চার্জ গ্রহন, সকল স্হানে পার্কিং এর জন্য জায়গা ও সময়ের মুল্য অনুযায়ী পার্কিং ফি বৃদ্ধি, শুধুমাত্র মেয়াদোত্তীর্ন প্রাইভেট কারের বিপরীতে নতুন প্রাইভেট কারের লাইসেন্স ও রুট পারমিটের ব্যাবস্হা করতে হবে।
৫) প্রাইভেট কার ও জীপ গাড়িতে সিএনজি গ্যাস ব্যাবহারের সুবিধা বাতিল করতে হবে।

America and Oil. It’s like bacon and eggs, Batman and Robin. As the old song lyric went, you can’t have one without the other. Once upon a time, it was also a surefire formula for national greatness and global preeminence. Now, it’s a guarantee of a trip to hell in a hand basket. The Chinese know it. Does Washington?

America’s rise to economic and military supremacy was fueled in no small measure by its control over the world’s supply of oil. Oil powered the country’s first giant corporations, ensured success in World War II, and underlay the great economic boom of the postwar period. Even in an era of nuclear weapons, it was the global deployment of oil-powered ships, helicopters, planes, tanks, and missiles that sustained America’s superpower status during and after the Cold War. It should come as no surprise, then, that the country’s current economic and military decline coincides with the relative decline of oil as a major source of energy.

If you want proof of that economic decline, just check out the way America's share of the world's gross domestic product has been steadily dropping, while its once-powerhouse economy now appears incapable of generating forward momentum. In its place, robust upstarts like China and India are posting annual growth rates of 8% to 10%. When combined with the growing technological prowess of those countries, the present figures are surely just precursors to a continuing erosion of America’s global economic clout.

Militarily, the picture appears remarkably similar. Yes, a crack team of SEAL commandos did kill Osama bin Laden, but that single operation -- greeted in the United States with a jubilation more appropriate to the ending of a major war -- hardly made up for the military’s lackluster performance in two recent wars against ragtag insurgencies in Iraq and Afghanistan. If anything, almost a decade after the Taliban was overthrown, it has experienced a remarkable resurgence even facing the full might of the U.S., while the assorted insurgent forces in Iraq appear to be holding their own. Meanwhile, Iran -- that bête noire of American power in the Middle East -- seem as powerful as ever. Al Qaeda may be on the run, but as recent developments in Egypt, Libya, Syria, Yemen, and unstable Pakistan suggest, the United States wields far less clout and influence in the region now than it did before it invaded Iraq in 2003.

If American power is in decline, so is the relative status of oil in the global energy equation. In the 2000 edition of its International Energy Outlook, the Energy Information Administration (EIA) of the U.S. Department of Energy confidently foresaw ever-expanding oil production in Africa, Alaska, the Persian Gulf area, and the Gulf of Mexico, among other areas. It predicted, in fact, that world oil output would reach 97 million barrels per day in 2010 and a staggering 115 million barrels in 2020. EIA number-crunchers concluded as well that oil would long retain its position as the world’s leading source of energy. Its 38% share of the global energy supply, they said, would remain unchanged.

What a difference a decade makes. By 2010, a new understanding about the natural limits of oil production had sunk in at the EIA and its experts were predicting a disappointingly modest petroleum future. In that year, world oil output had reached just 82 million barrels per day, a stunning 15 million less than expected. Moreover, in the 2010 edition of its International Energy Outlook, the EIA was now projecting 2020 output at 85 million barrels per day, hardly more than the 2010 level and 30 million barrels below its projections of just a decade earlier, which were relegated to the dustbin of history. (Such projections, by the way, are for conventional, liquid petroleum and exclude “tough” and “dirty” sources that imply energy desperation -- like Canadian tar sands, shale oil, and other “unconventional” fuels.)

A Brave Journalist

I always admire the intrepid journalists like Richard Engel or Lara Logan, throwing themselves into the line of fire to bring home the story. They are brave, brave people and as much as I criticize the press, I consider these reporters to be heroes.

But there is no reporter alive as brave as Walter Shapiro:

It was a self-inflicted, eye-glazing marathon—50 hours in late August spent watching a full sampling of the Fox News lineup. Looking back, it seems like a nine-day hallucination of strident voices, blonde hair, and more pitchmen hawking gold coins than at any time since the heyday of King Midas.

Why did I volunteer for this ordeal when a rational person would have been at the beach? Not to belabor the predictable liberal lament that Fox News fails to uphold the high TV journalistic traditions of Edward R. Murrow and Eliot Spitzer. Rather, I wanted to know how the leading cable news network was deploying its unprecedented powers in its coverage of the 2012 GOP presidential race.

Few Republican voters outside Iowa and New Hampshire will glimpse a presidential contender on anything other than a TV screen. And that TV screen is apt to be tuned to Fox. According to a 2010 poll by the Pew Research Center, 40 percent of Republicans habitually watch Fox News. Bill O'Reilly alone regularly attracts 21 percent of Republicans. It is a safe guess (although Pew did not ask the question directly) that more than half the activists who will be voting in the GOP primaries are Fox faithful. There is no equivalent thumb-on-the-scales force on the Democratic side—not even if you combine MSNBC, NPR, and the New York Times. And, as it turned out, the lesson of my TV marathon was unambiguous: The Fox News primary already has a winner.

Shapiro got out alive, but I'm sure he'll never be the same. Nobody can survive something like that without sever psychological damage.

But the story he brought back is worth it. He's absolutely correct that this is how most Republicans will get their information about these primaries and Roger Ailes' preference is, therefore, extremely important.

ISLAMABAD: In an attempt to jar the bad cops of the city out of their obstinate ways, the Islamabad police hierarchy has decided to put them to shame, Dawn has learnt.

A points system has been introduced to judge their performance and the first such list has already gone up on the notice boards of police stations and offices and will be posted to their wives soon, according to police sources.

Performance of the police officers from the ranks of assistant sub-inspector to inspectors will be rated every month and one`s standing on the list will earn him praise or sneers from the family and comrades, said Superintendent of Police City Zone Capt (retired) Mohammad Ilyas.

A bad report or low standing is expected to shame the poor performer and make him give up his bad ways and do better. Points earned by an officer for his performance will help his superiors to assess his chances of promotion and rewards.

Capt (R) Ilyas said he designed the performance assessment system on the direction of Inspector General of Police Bani Amin Khan.

He has introduced the system as a pilot project in his zone comprising Aabpara, Kohsar, Secretariat and Barakhau police stations.

Efforts in the past to reform the derelict and corrupt policemen did not succeed. Even the recent increase in police pay made no difference.

SP Ilyas said four factors motivate policemen to be good cops.

First, any incentive has to be linked with an activity, second a policeman should have passion and emotional attachment with the activity assigned to him, third, they will work if they have trust that their work will be recognized, and fourth they would perform if they see a sense of purpose in what they have been asked to do.

With those factors in mind, he said he selected six indicators for evaluating the tangible performance of police officers by awarding points.

Ten points are allotted for arresting people accused of murder, robbery, burglary, or car-theft; seven points for arresting a proclaimed offender, three points for court absconders, and two points for military deserters.

A further division awards 0.1 point for arresting beggars and violators of shop and security act, 0.2 for arresting people disturbing public peace.

An officer will earn 0.02 point for each gram of marijuana that he seizes, 0.05 for heroin, 0.03 for opium, 0.01 for a bottle of local and 0.05 for imported liquor and 0.03 for a can of beer.

Similarly 1 point will be awarded for recovering imported pistol, 0.5 for local pistol, 2 for sub-machine gun, 1 for rifle, 3 for hand grenade, 0.1 for bullets and 1 for tampered vehicle, 0.1 point for arresting a suspect and 0.2 for making an arrest under Foreigners Act.

An officer will be awarded 1 point if he earns a commendation certificate but will lose 1 point if he is served with show cause notice.

Inspite of Garments Items Demand no Export to 7 Staes of India

The Falklands show the flag and competition spirit at Commonwealth Games

The Falkland Islands team that participated in the 4th Commonwealth Youth Games is back following a week of successful competition, contacts and proudly showing the Islands’ flag among the over seventy countries worldwide that were present at the Isle of Man sports’ celebrations.Natalie Brett and Steve Dent from the Falkland Islands Overseas Games Association wrote a piece on their experience in the Isle of Man and the competition spirit of the week that made the visit to the Isle of Man so enjoyable.

The Falklands’ athletes competed at their best and the organizing committee did an incredible job with everything from ceremonies to transport, accommodation and catering.

On Wednesday, September 7th Sorrel, Jordan, Steve and Natalie visited Jurby Junior School; the children had prepared a medley of traditional Manx songs for us and had created a display about the Falkland Islands in their school street. We spoke to the children about the Falklands and the athletes each spoke about their sports then we answered questions from the children. This was a lovely welcome to the Isle of Man and we thoroughly enjoyed the visit.

The opening ceremony on the eve of September 7th was very well done; the athlete parade moved quickly and efficiently into the stadium, once everyone was seated there were speeches from the organizing committee, Commonwealth Games Federation and the games were declared officially open by the Duke of Wessex (Prince Edward) then the performance began; a colourful dance and acrobatic performance by local dance and cultural groups.

Thursday, September 8th was the first day of competition and it was a great one! Prince Edward visited the National Sport Centre and spoke with Sorrel, Steve, Mike & Jax Summers, and Natalie after the swimming this morning and Dame Kelly Holmes also visited the events (the team got photos with her).

Sorrel raced the 100m Freestyle followed almost immediately by the 100m breastroke; normally there is a men's event between each of the women's events to give female swimmers a rest between races, unfortunately event 2 Men's 400m IM only had 7 swimmers registered so they moved it to the finals in the evening. This meant Sorrel swam in heat 1 of 3 in the 100m freestyle and then in heat 1 of 100m breastroke; she did very well taking this into consideration finishing in 1:14.22 in freestyle, taking a second and a half off her personal best (set in the Isle of Wight earlier this year) and in 1:34.27 in breastroke, only a couple of seconds off Claire Kilmartin's Falklands record for that event.

In badminton, the team had a good day, scores have been varied but not always reflective of the spirit and effort the players have played with. First to play was Dominic and Laura against Australia's Wong and Guan, they lost in two sets 6-21 and 5-21, being the first game of the day is always difficult and they managed to get some good rallies in. Next on the courts was Jordan and Sonia against India's Kidambi and Kukkapalli, they also lost in two sets 4-21 and 7-21.

In the men's singles Dominic faced India's Joshi, ranked 5/8 going in, who pushed Dominic to the extremes and Dominic responded very well losing a respectful 7-21 and 11-21. Jordan faced Zambia's Mulenga, who he practiced with in training yesterday, Jordan had a couple of strong rallies and lost 9-21 and 11-21.

In women's singles Laura faced Trinidad and Tobago's Fleary, she started strong, had moments of self-doubt, before composing herself and coming back strong in a late effort that left her to lose 16-21 and 8-21. Sonia faced Maldives' Hussain and had a very strong match, getting Falkland Islands first Commonwealth Youth Games badminton win, 21-11 and 21-5. She moved on to face England's Westwood in the top 16, she lost 5-21 and 7-21.

In the men's doubles Dominic and Jordan faced South Africa's Malan and Naidoo; this was a strong battle from the Falklands who ended up losing 13-21 and 10-21. Finally, in the women's doubles Sonia and Laura faced Canada's Tung and Kwok; the girls put up a good fight and lost 3-21 and 8-21.

On Saturday, September 10th Falkland Islands competed in swimming; Sorrel Pompert-Robertson raced in 50m freestyle and 50m breastroke. Compared to Friday she had a better schedule, racing in the 3rd and 8th race of the morning allowing a longer rest between events. In the 50m freestyle Sorrel remained very composed while the swimmer from Malawi in the lane next to her had a false start resulting in a disqualification. She finished the race in 33.78 - a new personal best. Then in the 50m breastroke, with lots of crowd support from badminton, Mike, Jax, and Steve, Sorrel finished the race in 42.21, another personal best and only miliseconds away from the Falklands record for the event set by Claire Kilmartin.

That sums up Team Falklands competition at the Commonwealth Youth Games. The team spent the remainder of their time touring around the National Sport Centre watching various events; including badminton, gymnastics, rugby, and boxing.

The Isle of Man also kindly organized free access to the local cinema in Douglas so the team got to watch Planet of the Apes and a documentary on the Island’s famous TT race as team outings.

Venezuelan presidential election moved forward to 7 October 2012




Venezuela's elections board announced the 2012 presidential vote for October 7, moving the contest up from its traditional December time frame, which some critics say gives President Hugo Chavez an edge by shortening the campaign of potential challengers.
Venezuela's opposition, which some say has a rare chance of unseating Chavez, will hold primary voting to choose a unity candidate for the presidency on February 12, leaving the nominee just under eight months to attempt the daunting task of defeating the weakened but still powerful incumbent.

Miranda state Governor Henrique Capriles Radonski constantly tops polls of likely candidates to face off with Chavez. Other leading hopefuls include former Caracas Mayor Antonio Ledezma, Congresswoman Maria Corina Machado and Zulia state Governor Pablo Perez.

Another potentially strong opponent, former Caracas Mayor Leopoldo Lopez, is banned from holding public office because of corruption charges and will find out this week if an international court backs his return to politics. Lopez says the charges are trumped up and politically motivated.

Political analyst and pollster Luis Vicente Leon said building a grass-roots campaign will be important and time consuming for whoever fills the opposition's candidacy. He says that shortening the campaign will favor Chavez, who has access to virtually unlimited broadcast hours and is Venezuela's most recognizable politician.

“The [opposition's] candidate will need face-to-face contact, will need to shake hands and generate popular connections to compete with Chavez,” Leon said.

With Chavez undergoing treatment for cancer, there is some speculation that an earlier date will allow the leader to capture a third six-year term before his condition can possibly worsen, Leon said.

“It can also be attached to the illness of the president,” Leon said. “This is only speculation. We don't know exactly how it could relate to his health, but then again, we don't know much about his health.”

Chavez's approval rating has not significantly changed since he announced he had cancer in June, according to Leon. Chavez, who enjoyed soaring approval ratings at around 70% during his last successful re-election in 2006, still maintains a strong measure of popularity and has hovered around 50% over the last year, but he has lost the aura of invincibility, Leon said.

Chavez, 57, who has been in power since 1999, had a cancerous tumor removed June 20 in Cuba, but has offered few further details on his condition. The former Army officer said Tuesday that he is likely to begin a fourth and final cycle of chemotherapy and will be at full strength when he hits the campaign trail in December. Chavez says he is cancer-free and seeking further treatment as a preventative measure.

Menem acquitted from gun running to Ecuador and Croatia


Former Argentine President Carlos Menem was acquitted in connection with the case of gun running to Ecuador and Croatia between the years 1991 and 1995.The verdict was announced in the Comodoro Py courthouse, in Buenos Aires City. Other seventeen people, including former Defence Minister Oscar Camilion, and Menem's former brother in law Emir Yoma were acquitted as well.

The gun running case was one of the most remarkable cases against former President Menem, who ruled Argentina between 1989 and 1999 in a scandal and corruption plagued administration.

During the nearly three-year trial, Menem said he was “completely innocent” and had no idea the weapons shipments he authorized to Venezuela and Panama would be diverted to countries that were under arms embargoes.

Argentina was barred from supplying Ecuador with weapons since it played a peace-keeping role after Ecuador and Peru fought a brief war in 1995. Arms sales to Croatia were internationally banned during the wars that tore apart the former Yugoslavia from 1991 to 1995.

“This verdict reflects the letter of the law, at least the law I studied at university,” former Defence minister and co-defendant Oscar Camilion told reporters after leaving the televised court hearing.

Still a senator for his home province of La Rioja, the flamboyant Menem governed Argentina from 1989 to 1999, pushing free-market reforms such as the privatization of leading airline Aerolineas Argentinas, energy company YPF, the natural gas monopoly, telephones, trains, etc.

Such policies have fallen out of favour with many Argentines, who blame them for precipitating the devastating economic crisis that plunged millions into poverty in 2001/02.

During his presidency, Menem was known for a flashy lifestyle and he married a former Miss Universe half his age after leaving office.

Falklands MLAs and Sukey Cameron will be present at UK parties’ conferences


Falkland Islands Members of Legislative Assembly will be present at the annual party conferences in United Kingdom. MLA Sharon Halford and MLA Roger Edwards left for the UK on Tuesday and will be joined for their task by the Falkland Islands Government (FIG) London Representative Sukey Cameron MBE.

FIG are one of the longest standing exhibitors having attended the Labour and Conservative Party Conferences since 1988; this year FIG will also, as a trial, be exhibiting at the Liberal Democratic Conference having attended International Day in past years.

The days at conference provide an excellent opportunity to meet a large number of delegates ranging from MPs and their constituents, media representatives, diplomatic visitors and fellow exhibitors – some 30,000 people over three weeks.

New contacts are made and former contacts updated on issues affecting the Falklands. MLAs also have the opportunity to attend a number of fringe meetings that may be relevant to the Islands.

Sukey Cameron MBE says “It is always interesting to find that a large number of people have connections with the Islands, either having visited themselves or know people who have. We are also pleased with the interest shown in the Islands and for the high level of support we always get.”

Jon Stewart: CNN's Tea Party Republican Debate Was an "Amerigasm"

Monday night's CNN/Tea Party Express Republican debate was low-hanging fruit for the staff of the Daily Show, what with the over-the-top displays of patriotism, the goofy graphics, and of course the candidates themselves. And indeed, Jon Stewart went to town, calling the debate an "Amerigasm" and wondering aloud how Rick Perry is "already leading the race without making any sense."

Liver, kidney transplants give dream to young girl


KARACHI: As eight-year-old Yusra prepares to rejoin her school after a break of eight months, she has something big in mind: the dream of becoming a doctor.

And, when you in fun point out to her that medical professionals use injections and hurt patients, she remains inflexible in her attitude.

“Yes, sometimes they do use this kind of stuff. But they also make you well,” she insists.

The reason for Yusra’s newfound love for doctors is her memorable experience with a long list of medical experts during her treatment both in Pakistan and India, explain her parents.

The little girl is perhaps the first Pakistani to have liver and kidney transplants together.

The surgery was carried out at Chennai’s Global Hospital, working closely with the Sindh Institute of Urology and Transplantation (SIUT), in June. Her uncle and aunt donated their organs to save her life.

“Liver transplant transforms life. The girl is completely cured now and would hopefully grow up as a normal individual,” remarks Dr Mohamed Rela, consultant liver transplant and surgeon of the Global Hospital who is currently visiting Karachi for a lecture at the SIUT.

Yusra, the only child of Farzana and Javed Akhter Butt, initially had complaints of vomiting and trembling in 2008. Later, she started having fits and was taken to a private hospital. Doctors diagnosed her with renal failure, put her on dialysis and referred her to the SIUT where it was diagnosed that she was suffering from primary hyperoxaluria.

The disease, according to experts, occurs when the liver due to an enzymatic defect produces too much of oxalate — the salt form of oxalic acid present in the urine.

The increased concentrations of oxalate in the body fluids can lead to the deposition of calcium oxalate (oxalosis) in kidney tissues or urinary tract.

Oxalosis occurs after the kidneys fail and the excess oxalate builds up in the blood and then deposits oxalate salts in the eyes, blood vessels, bones, muscles, heart and other major organs. The patients may eventually lose kidney function, depending upon the severity of the disease.

“It’s a very rare metabolic liver disorder and the girl was born with it. Two transplants were required so that the new liver corrects the metabolic defect while the new kidney replaces the lost kidney function,” Dr Rela says, adding that such patients require regular dialysis to remove excess amount of oxalates.

Before surgery, Yusra remained on dialysis for one and a half years; the procedure was carried out thrice a week till January and on a daily basis afterwards.

During the period, she also developed heart and breathing problems. The SIUT suggested the couple to get the transplants done by Dr Rela who had visited the hospital to share his expertise.

“At the SIUT, we have all the facilities for carrying out a cadaver liver transplant. However, the technology for a living donor transplant is more demanding and involves risk,” says Dr Syed Mujahid Hassan, a gastroenterologist and associate professor at the SIUT, while explaining why the transplant couldn’t be carried out at the hospital.

Following the SIUT recommendation, the family launched a campaign to collect money for the transplant. “I am a sub-inspector in the police department and live in police quarters. I could never afford the expenses for the costly treatment.

So we knocked every door to generate money for the purpose,” Mr Butt recalls.

The transplants cost Rs5 million while the post and pre-transplant medications, dialysis and laboratory tests cost more than Rs300,000.

The parents have expressed gratitude to the chief minister, a former provincial health minister and Senator Babur Ghauri for making special efforts for their daughter’s treatment.

Regarding any adverse impact of liver transplant, Dr Rela says that the youngest liver patient he has handled so far was five days. Now the patient is 14 years and very much healthy, he adds.

Regarding the effects of immunosuppressive drugs medications on young patients, he says these drugs used to have long-term negative effects for instance vulnerability to infections and renal impairment, but they have now become a rarity with better understanding of the disease.

Every year 10 to 15 patients travel to India from Pakistan for liver transplants. “We have achieved this stage after a long struggle.

It was 15 years ago that we passed the law on cadaver organ donations and now people have started donating organs. So it will take time in Pakistan also,” he says.

Dr Rela says that only five to six transplants of two organs together have been carried out in India over the past two years.

The Indian law, he adds, doesn’t allow cadaver organ donation for non-locals and taking both organs from one donor will have increased risk for the donor.

Chennai: At least nine people were killed and over 100 injured when two trains collided near Chennai on Tuesday evening. Unofficial reports, however, put the death toll at 15. The accident happened between Arakkonam and Chiteri, about 80 kilometres from Chennai. (See first pictures)

The injured have been rushed to the Arakonam and Vellore government hospitals, as well as hospitals in Kancheepuram.

Many passengers were trapped in the 5 bogies that derailed. Inspite of heavy rain and darkness hampering rescue work, reports suggest all of them have been pulled out to safety. More than 100 police officials and firemen are involved in the rescue efforts. Navy personnel and two teams of the National Disaster Relief Force (NDRF) are also at the site.

Railway Minister Dinesh Trivedi is rushing to the site of the accident with senior Railway officials. He has announced a compensation of Rs. 5 lakh for the next of kin of those killed and Rs. 2 lakh for those seriously injured. (Watch: Dinesh Trivedi on Chennai train accident)

Sources say the Arakonam-Katpadi local train was waiting for a signal at Chitheri railway station after it had left Arakonam at 9.20 pm. An EMU from Chennai Beach to Vellore Cantonment, which had left Chennai at 8 pm, went on the same track and rammed the waiting passenger train at about 9.25 pm.

Railway officials suspect a signal malfunction, but say it is too early to speculate on what caused the accident. The driver of the EMU and the guard of the stationary train among the dead.

Many outbound trains from Chennai to Karnataka, Kerala and western Tamil Nadu have been cancelled. Incoming trains on the same route are also unlikely to reach Chennai in the morning.

Famine has been officially declared in five regions of Somalia and the United Nations expects the famine to spread across all regions within two months. Somalia currently has the highest malnutrition level in the world today with malnutrition rates at more than 50 percent. The declaration of famine confirms that the food crisis in the Horn of Africa is the worst humanitarian crisis in the world today, and there is no likelihood of improvement until 2012.

More than 12.4 million people suffering from the famine, drought and lack of food in Somalia, Kenya, Ethiopia, Somalia and Djibouti. They are in need of immediate humanitarian assistance. Many are so hungry that they risk starving to death. More help is needed now.

Today, more than 400,000 refugees are in Dadaab, Kenya, where the world's largest refugee camps are located. Up to 1,500 people arriving at the camps every day — 80 percent of them are women and children who are exhausted, weak and extremely hungry from their long trek. Almost half the children arriving to the camps from southern Somalia are malnourished, and increasing numbers of children are reported to be on the verge of death as they reach refugee camps.

According to the United Nations, an additional $1.4 billion is needed to feed the hungry and care for the sick in the Horn of Africa. Please help save lives while supporting CARE's work around the world!

CARE has worked in Dadaab since 1992 and is the primary distributor of food, water and primary education for 400,000 refugees living in and around the camps. CARE is providing people with 15 litres of water per day. We are also distributing food baskets and non-food items, including blankets, bed mats, buckets and cooking sets to new arrivals.

Without additional funding, the food aid pipeline for refugees will run dry by September.
Alexandra Lopoukhin, CARE emergency media officer at the refugee camps, shares her observations:

"Some families have walked two weeks. Two weeks. Sleeping where they could, pushing on to get to this camp. The children are much smaller than they should be. One story I heard was devastating: a mother walking, arrives at the clinic, takes her baby off her back and finds it has died without her knowing. I can't even imagine the pain this causes her. One man spoke to us in perfect English — he told us he has been a refugee since 1991, and now, here among the newly arrived, is his grandfather."

Women and children make up the majority of the new arrivals at the camps. Many mothers set out on the journey with their children, leaving husbands behind to tend to what remains of their herd or other business. The women and children may walk for weeks before they arrive at the camps.

Often, when families register at the camps, they find out they are overflowing — they were originally built to hold 92,000 people — so the families settle in areas that are located further and further away from the emergency services they need. About 30,000 refugees have set up makeshift homes in these areas. In addition, the scattered, unplanned and unmonitored sites are further exacerbating women’s vulnerability to rape and sexual violence. CARE is offering one-to-one counseling for survivors of these attacks, and others traumatized by violence and death.

Recently, the government of Kenya opened a fourth camp, which will provide shelter to an additional 40,000 refugees. CARE will help people at this camp with food, water and other emergency assistance efforts.

ফেনীর তত্কালীন সাংসদ জয়নাল হাজারীর হামলায় গুরুতর আহত হয়েছিলেন সাংবাদিক টিপু সুলতান। তাঁর চিকিত্সার জন্য প্রথম আলো ও ডেইলি স্টার-এর সাংবাদিক-কর্মীরা এক দিনের বেতন দিয়ে গড়ে তুলেছিলেন একটি তহবিল। ৭ এপ্রিল ২০০১ সালে গঠিত সেই তহবিলে দেশ-বিদেশ থেকে জমা পড়ে প্রায় ২৭ লাখ টাকা। ব্যাংককের বামরুনগ্রাদ হাসপাতালে ৮বার অস্ত্রোপচারের পর সুস্থ হয়ে টিপু দেশে ফেরেন।

‘নির্যাতিত সাংবাদিক সহায়তা তহবিল’ নামে এটি আনুষ্ঠানিক রূপ পায় ৯ মার্চ ২০০৬ সালে। নিপীড়িত সাংবাদিকদের সহায়তা দেওয়ার জন্য গড়ে তোলা হয় এ তহবিল। এর প্রথম সহায়তা পায় খুলনার সাংবাদিক নহর আলীর অসহায় পরিবার।

তদন্ত তদারক কর্মকর্তা, ডিবির উপকমিশনার মো. মনিরুল ইসলাম প্রথম আলোকে বলেন, কাদেরের বিরুদ্ধে ডাকাতির প্রস্তুতি, অবৈধ অস্ত্র রাখা ও গাড়ি ছিনতাইয়ের অভিযোগে তিনটি মামলার তদন্ত প্রায় শেষ পর্যায়ে। এখন পর্যন্ত তাঁর অপরাধে জড়িত থাকার প্রমাণ মেলেনি।গত ১৫ জুলাই গভীর রাতে খিলগাঁও থানার পুলিশ রাজধানীর সেগুনবাগিচা থেকে কাদেরকে বিনা কারণে গ্রেপ্তারের পর নির্যাতন করে। তাঁর বিরুদ্ধে তিনটি মিথ্যা মামলাও করা হয়। হাইকোর্টের নির্দেশে গঠিত পুলিশের তদন্ত কমিটিও কাদেরের বিরুদ্ধে অভিযোগের সত্যতা পায়নি বলে জানা গেছে।
ডিবি পুলিশ ও তদন্ত কমিটির একাধিক সদস্য জানান, খিলগাঁও থানার সাবেক ভারপ্রাপ্ত কর্মকর্তাসহ (ওসি) তিন পুলিশ কর্মকর্তা কাদেরকে নির্যাতনের জন্য দায়ী। এঁদের সাময়িক বরখাস্ত করা হয়েছে।
কাদের প্রথম আলোকে বলেন, ‘খিলগাঁও থানার ওসি আমাকে অকারণে গ্রেপ্তারের পর তাঁর কক্ষে নিয়ে টেবিলে থাকা একটি চাপাতি হাতে নিয়ে বলেন, “দেখি, এটার ধার কেমন!” এরপর তিনি ওই চাপাতি দিয়ে আমার বাঁ পায়ে কোপ বসিয়ে দেন। এ সময় পা দিয়ে রক্ত বেরিয়ে মেঝে ভিজে যায়। কিছুক্ষণ পর ওসির নির্দেশে পুলিশ সদস্যরা আমাকে পাশে একটি ক্লিনিকে নিয়ে যান।’
চাপাতি দিয়ে আঘাত করার কারণ জানতে চাইলে খিলগাঁও থানার ওই সময়ের ওসি হেলাল উদ্দিন বলেন, ‘আমি কাদেরকে কোপ দিইনি। গণপিটুনির সময় সে আহত হতে পারে।’
খিলগাঁও থানার পুলিশ সেগুনবাগিচায় দুদক কার্যালয়ের সামনে থেকে কাদেরকে গ্রেপ্তার করে। কিন্তু এই জায়গাটি রমনা থানার অধীনে। এক থানার পুলিশ অন্য এলাকায় গিয়ে কাউকে গ্রেপ্তার করলে সংশ্লিষ্ট থানাকে জানাতে হয়। এ নিয়ম মানা হয়েছে কি না, এ প্রশ্নের উত্তরে পুলিশের রমনা বিভাগের উপকমিশনার কৃষ্ণপদ রায় প্রথম আলোকে বলেন, ঘটনার রাতেও জানানো হয়নি, পরেও জানানো হয়নি।গণপিটুনির কথা বলা হলেও গভীর রাতে দুদক কার্যালয়ের সামনে এত মানুষ এল কী করে, জানতে চাইলে সাবেক ওসি হেলাল বলেন, তা ৎ ক্ষণিক মামলা হওয়ায় তিনি এ বিষয়টি তদন্ত করার সুযোগ পাননি।
তবে কাদেরকে নির্যাতনের সময় থানায় উপস্থিত একজন পুলিশ কর্মকর্তা প্রথম আলোকে বলেন, ওসি হেলাল নেশাগ্রস্ত ছিলেন। অসংলগ্ন কথা বলতে বলতে তিনি কাদেরের পায়ে কোপ দেন।কাদেরের মা মনোয়ারা বেগম মুঠোফোনে প্রথম আলোকে বলেন, ‘ঘটনা ধামাচাপা দেওয়ার জন্য ওসি হেলাল আমাকে লোভ দেখান। তিনি বলেন, “আপনার ছেলের চিকি ৎ সার জন্য যা লাগে, তা-ই করা হবে। দরকার হলে দেশের বাইরে পাঠিয়ে চিকি ৎ সার ব্যবস্থা করা হবে। আপনি থানায় আসেন, যা চান তা-ই দেওয়া হবে।” আবার একই সঙ্গে ওসি হুমকিও দেন। বলেন, “এ নিয়ে আন্দোলন করলে ক্ষতি হবে।”’
কাদের যেভাবে গ্রেপ্তার হন: তদন্ত কর্মকর্তা ও কাদেরের সঙ্গে কথা বলে জানা যায়, গত ১৫ জুলাই রাতে ঢাকা বিশ্ববিদ্যালয়ের প্রাণরসায়ন ও অনুপ্রাণবিজ্ঞান বিভাগের ছাত্র আবদুল কাদের ইস্কাটন গার্ডেন রোডের হলি ফ্যামিলি কোয়ার্টারে খালার বাসা থেকে হেঁটে হলে ফিরছিলেন। রাত দেড়টার দিকে সেগুনবাগিচার দুদক কার্যালয়ের সামনে সাদা পোশাকের তিন পুলিশ সদস্য পেছন থেকে দৌড়ে এসে পিঠে লাঠি দিয়ে আঘাত করেন। কাদের পরিচয় দিয়ে বলেন, তিনি ঢাকা বিশ্ববিদ্যালয়ের ছাত্র, ফজলুল হক হলে যাচ্ছেন। পরিচয় পাওয়ার পর তাঁরা ক্ষুব্ধ হয়ে বলেন, ঢাকা বিশ্ববিদ্যালয়ের ছাত্ররাই ছিনতাই-ডাকাতি করে। এ কথা বলতে বলতে তাঁরা কাদেরকে পেটাতে থাকেন। এরপর সাদা রঙের একটি মাইক্রোবাসে তুলে খিলগাঁও থানায় নিয়ে যায়। এর আগে আরেক যুবককে পুলিশ গাড়িতে তোলে। সারা রাত তাঁকে থানাহাজতে রাখা হয়। পরদিন সকাল সাড়ে নয়টার দিকে ওসি হেলাল উদ্দিন কাদেরকে তাঁর কক্ষে ডেকে নেন। এরপর ওসি নিজে মারধর করেন।তদন্তে যা পাওয়া গেছে: তদন্তের সঙ্গে সম্পৃক্ত ডিবির একজন কর্মকর্তা বলেন, এখন পর্যন্ত পাওয়া তথ্য অনুযায়ী ডাকাতি, অস্ত্র রাখা ও গাড়ি ছিনতাইয়ের মামলায় কাদেরের সম্পৃক্ততা পাওয়া যায়নি। কাদেরের সঙ্গে গ্রেপ্তার হওয়া মামুন গোয়েন্দা পুলিশের জিজ্ঞাসাবাদে বলেছে, সেদিন পুলিশকে বোমা ছুড়ে পালিয়েছে সবুজ। গ্রেপ্তারের পর ভয়ে সেদিন সে কাদেরকে তার সহযোগী বলেছিল। সে কাদেরকে চিনত না। গোয়েন্দা পুলিশের কর্মকর্তারা জানান, মামুন সবুজ সম্পর্কে যে তথ্য দিয়েছিল, তার সঙ্গে কাদেরের চেহারায় মিল নেই। গোয়েন্দা পুলিশের কর্মকর্তারা মামুনের মুঠোফোনের তালিকা পরীক্ষা করে দেখেন, মামুন ১৪ জুলাই মোহাম্মদপুর এলাকায় ছিল। তবে কাদেরের ওই এলাকায় থাকার প্রমাণ মেলেনি।
তদন্ত কমিটি: মামলা তদন্তের পাশাপাশি তদন্ত কমিটির সদস্যরাও এর সত্যতা পাননি বলে জানা গেছে। তদন্ত কমিটির প্রধান অতিরিক্ত কমিশনার মো. আবদুল জলিল প্রথম আলোকে বলেন, তদন্তকাজ শেষ হয়েছে। কমিটির সদস্যদের নিয়ে দু-তিনটি সভায় বসে প্রতিবেদন নিয়ে পর্যালোচনা করা হবে। যত তাড়াতাড়ি সম্ভব প্রতিবেদন জমা দেওয়া হবে।
জলিল বলেন, ঘটনাস্থল খিলগাঁও, সেগুনবাগিচার দুদক কার্যালয় এলাকার বিভিন্ন ব্যক্তি, আহত ছাত্র কাদের, তাঁর মা-বোন, অভিযুক্ত পুলিশ কর্মকর্তা, চিকি ৎ সক ও গ্রেপ্তার হওয়া ছিনতাইকারীর বক্তব্য নেওয়া হয়েছে।গত সোমবার কাদের প্রথম আলোকে বলেন, ‘ছিনতাই-ডাকাতি তো দূরের কথা, জীবনে আমি সিগারেট পর্যন্ত মুখে নিইনি। আমি কারও ক্ষতি করিনি যে আমার কেউ ক্ষতি করতে পারে। পুলিশ আমার বিরুদ্ধে তিন-তিনটি মামলা কেন দিল জানি না। পুলিশ আমার বিরুদ্ধে যে অভিযোগ করেছে, কোনোভাবেই তা প্রমাণ করতে পারবে না।’গ্রেপ্তারের পর মামলা: ১৬ জুলাই (১৫ তারিখ দিবাগত রাত সাড়ে তিনটায়) কাদেরের বিরুদ্ধে ডাকাতির প্রস্তুতি ও অস্ত্র আইনে দুটি মামলা করা হয়। থানার ত ৎ কালীন উপপরিদর্শক (এসআই) আলম বাদশা এ মামলার বাদী। ১৯ জুলাই মোহাম্মদপুর থানার একটি পুরোনো গাড়ি ছিনতাইয়ের মামলায় কাদেরকে গ্রেপ্তার দেখানো হয়।
মামলার ব্যাপারে জানতে চাইলে এসআই আলম বাদশা বলেন, সেদিন ছিনতাইকারী মামুনকে একটি গাড়িসহ আটক করলে ঘটনাস্থলে কাদেরকেও পাওয়া যায়। পুলিশের জিজ্ঞাসাবাদে মামুন কাদেরকে দেখিয়ে বলেছে, ‘স্যার, ও আমাদের গাড়িতে ছিল।’ মামুনের জবানবন্দির ভিত্তিতে কাদেরের বিরুদ্ধে দুটি মামলা করা হয়।
কাদেরের মুক্তি: ২৬ জুলাই কাদেরের মুক্তির দাবিতে ঢাকা বিশ্ববিদ্যালয়ে মানববন্ধন হলে বিষয়টি জানা যায়। ২৮ জুলাই হাইকোর্ট বেঞ্চ স্বতঃপ্রণোদিত হয়ে কাদেরের নির্যাতনের ঘটনা তদন্তে আইনসচিব ও পুলিশের মহাপরিদর্শককে নির্দেশ দেন। তদন্তকালে খিলগাঁও থানার ওসি হেলাল, এসআই আলম বাদশা ও এএসআই শহিদুর রহমানকে সাময়িক বরখাস্তের নির্দেশ দেন আদালত। এরপর ঢাকা মহানগর পুলিশের অতিরিক্ত কমিশনার আবদুল জলিলকে প্রধান করে চার সদস্যের এবং আইন মন্ত্রণালয়ের যুগ্ম সচিব আশীষ রঞ্জনকে প্রধান করে এক সদস্যের তদন্ত কমিটি গঠন করা হয়। কমিটিকে আট সপ্তাহের মধ্যে প্রতিবেদন জমা দিতে বলা হয়। গত ৩ আগস্ট কাদের তিনটি মামলায় জামিন পান।

India's political influence in Bangladeshi politics and administration, may not be like the Israel lobby issues in United States, but is not a very expedient topic however. Characteristically the two kinds of 'issues' in two countries might have some similarities, not to be surprised if one finds it in the influence on the media.



Any discussion in Bangladesh associating India politically begins being polarized, naturally associating Awami League, India's traditional 'ally'. I was going through the pile of media reports, analysis and opinions on Manmohan's visit. Many times, both in Bangla and English, I had to come by terms like 'traditional relation', 'historical tie' etc., off course between India and Awami League. Yes, it is established.



But what tie? Who the tie is between?
Unfortunately it is between India as a state and Awami League as a party. What happened and what did not happen amid Indian premier's recent trip, could be different if it were strictly between Bangladesh and India. What unearthed after a could-be-landmark Manmohan trip, it appears that this foreign state-party relation is what is in action.



The ultimate outcome of the recent progresses of Bangladesh-India relation is that Bangladesh does not have an assurance on the water sharing deal, but its Prime Minister has signed a framework deal on TRANSIT, where she said Bangladesh agrees that the deal would be signed someday.



If a future Bangladeshi head of state or government states that he or she does not agree to allow a transit for India, it very substantially will become a subject to the international judicial procedure, if the other side accuses the state of Bangladesh of breaking the words once her Prime Minister gave.



Not a lot of us watched the last instalment of James Bond movie series, or a lot did. The movie depicts British intelligence service MI6 to trail an organization which was going to manipulate a fragile South American regime to get a large part of a desert for their pseudo search of oil. It was assured that the desert had been combed repeatedly but no oil was found. The organization said it would find 'something'.



At the end of the movie, it appeared that the organization took over the land because it had a huge reserve of water underneath it. Yes, water! Water is the blue gold of 21st century. The country Quantum of Solace showed was Bolivia, which is one of the endangered countries in short of water.



Bolivia does not have adequate water so it is in crisis. On other hand Bangladesh DOES HAVE WATER, still we are in crisis because WR ARE FAILING TO GET OUR PROPER SHARE!



The political sentience as well as the thought process of a responsible citizen is the blend of his political belief and the practical sense of his country's interest with respect to the geopolitical realities. Such a citizen in Bangladesh should not be able to deny that Bangladesh indeed needs a workably long-lasting relation with India.



As the largest democratic nation of the world, whose voters outnumber those in total of at least a hundred other nations, cannot get anything just relying on a puppet regime running its strategically important neighbour. Recent events might have no example to teach this, but the history of the world politics does not back their theory of dominance.



Bangladesh and India have to have a bilateral relation where both the countries' governments need to have respect to the other's concerns. China has Pakistan so India needs Bangladesh- it has to be forgotten because India never has Bangladesh until the Bangladeshis willingly sustain it.

2 Bangla Vision staff assaulted by Rab Three closed to Battalion Headquarters

Three Rapid Action Battalion (Rab) personnel were closed to Battalion Headquarters after they severely beat and injured two staffs of Bangla Vision, a private television channel, at Kathalbagan in the city yesterday.

The injured Cameraman Russel Mizan and Broadcast Engineer Hasanul Islam Raihan of Bangla Vision were admitted to Square Hospital.

Bangla Vision sources said an employee of the channel and another of United Leasing, a private company, locked in a quarrel in the afternoon inside a bus.

Both the channel and the company are situated on the same building in Kathalbagan.

When the two got down, they called their colleagues and a clash ensued around 4:45pm, said Officer-in-Charge Enamul Haque of Kalabagan Police Station.

At one point, one of the company's employees, claiming to be a former major of the army, threatened to call Rab, said the sources.

Sometime later, the three Rab personnel arrived in plainclothes followed by another Rab team in uniform. Favoring the company, they joined the clash, severely beating the two, said witnesses.

In the evening, high officials of Rab brought the situation under control and had a meeting with the channel's authority around 8:00pm.

During this time, Rab freed one of the channel's employees they picked up during the clash, said the sources.

Commander M Sohail, director of Rab's legal and media wing, said three Rab personnel also sustained injuries during the clash. They would investigate into the matter, he added.

TV newsmen injured in RAB attack


Dhaka, Sept 12: At least 20 people, including staffs, employees and newsmen of private satellite television channel Bangla Vision were injured when the plain-clothes Rapid Action Battalion (RAB) members attacked them at Karwanbazar Bangla Vision office in the city Monday afternoon. According to the Bangla Vision, two employees of the broadcasting department of the channel were locked in altercation with each other in the office at around 4:45pm, but a patrol team of RAB-2 intercepted them and picked up one of them on their vehicle.
As soon as the news spread, the other staffs, employees and newsmen of the channel rushed to the scene but RAB men allegedly attacked them and charged batons indiscriminately leaving 20 people injured. As the RAB members allegedly fired gunshots, local people rushed to the scene and joined with the injured staffs and employees and managed to confine two of the RAB personnel at their office.
Injured Rasel Mizan told The Independent, "RAB members opened four rounds of gunshots creating panic in the area."
Later, the media and legal wing director of the battalion commander M Sohail rushed to the scene and held a meeting with chief of news Mostafa Firoz.

Duty-free access of 46 items to spur economy

Duty free access of 46 Bangladeshi products to Indian markethas opened a new window for the country's economy particularly for the garmentsand textile sectors, said leaders of Bangladesh Garment Manufacturers andExporters Association (BGMEA) on Monday.

Addressing a press conference at its conference room theyalso termed it a big 'diplomatic success' and pleaded for immediate effectiveimplementation of the deal.

The leaders of the BGMEA hoped that if the deal isimplemented effectively, the huge trade deficit between Bangladesh and Indiawill shrink soon.

Presently, the trade deficit between the two countriesstands at around $ 3 billion during fiscal year (FY) 2010. The growingbilateral trade deficit with India has risen from $774 million in FY 2000, to$1,933 million in FY 2005.

Bilateral trade also takes place through informal tradebetween the two countries. As a consequence, the actual deficit (formal plusinformal) would be significantly higher. The BGMEA leaders hoped that with tariffs withdrawn, informal bilateraltrade would also be on the decline in coming years.

FBCCI (Federation of Bangladesh Chambers of Commerce andIndustry) president AK Azad, BKMEA (Bangladesh Knitwear Manufacturers andExporters Association) president AKM Selim Osman and BTMEA (Bangladesh TextileMills Association) president Jahangir Alamin spoke at the press meet havingBGMEA president Shafiul Islam Mohiuddin in the chair.

"It is a matter of great hope that the Indian centralgovernment is very cordial about the deal. They have already issued the gazettenotification in this regard," informed BGMEA president.

He hoped that they would gradually be able to grab theIndian market of $ 28 billion as Bangladeshi producers maintain theinternational standard of their products. "We can give products atcompetitive prices," he added. However, he emphasized immediateimplementation of the deal. "Only gazette notification would bring nothingto us. Full-scale implementation of the deal that would benefit the twocountries," he said.

AK Azad said the trade deficit with India is graduallygrowing and the latest decision shows that India felt the necessity of reducingthe trade gap.

He urged the Indian government to give the same facility forat least 100 other exportable products like construction materials andagricultural products.

Jahangir Alamin said they want to see the removal ofnon-tariff

barriers in this process. "We hope there will be nonon-tariff

barriers."

Selim Osman demanded incentive from Bangladesh government onspinning since they got a new market. He also said this is good news for them."We'll be benefited equally from the duty-free access of ourproducts," he said.

DHL promoting GoHelp with Jaago Foundation

মর্মান্তিক সড়ক দুর্ঘটনা এবার কেড়ে নিয়েছে স্থানীয় সরকার, পল্লী উন্নয়ন ও সমবায় প্রতিমন্ত্রী জাহাঙ্গীর কবির নানকের একমাত্র পুত্রকে। বড়ো মর্মস্পর্শী এ মৃত্যু। আমরা অনেকেই টিভির পর্দায় সন্তানহারা বাবা-মার বুকফাটা আর্তনাদ দেখেছি। দেখেছি সন্তানের কফিন কাঁধে শোকজর্জরিত এক বিপন্ন পিতাকে। জীবদ্দশায় যুবক পুত্রের পাহাড়ের মতো ভারী কফিন বহন করা যে কতো কঠিন সে কেবল ভুক্তভোগীরাই জানেন। শুধু তাই নয়, মাত্র ৭ মাস বয়সী যে অবুঝ শিশুটি চিরতরে পিতৃস্নেহ থেকে বঞ্চিত হলো কিংবা সদ্যবিবাহিতা যে-নারী ভয়ঙ্কর এক দুঃস্বপ্নের মতো অকস্মাত্ স্বামীহারা হলেন তাদেরকে সারা জীবন এ গুরুভার বয়ে বেড়াতে হবে। কিছুতেই তাদের এ-ক্ষতি পূরণ হবে না।

লক্ষণীয় যে, পর্বতপ্রমাণ শোকের মধ্যেও প্রতিমন্ত্রীর কণ্ঠে যে-আকুতিটি সবকিছুকে ছাপিয়ে উঠেছে তা হলো, আর কোনো বাবা-মাকে যেন এভাবে সন্তানহারা হতে না হয়। এ আকুতি প্রতিমন্ত্রীর একার নয়, ভুক্তভোগী প্রতিটি পরিবারের, প্রতিটি মানুষের। মাত্র কয়েক সপ্তাহ আগে সড়ক দুর্ঘটনায় নিহত মেধাবী চলচ্চিত্র নির্মাতা তারেক মাসুদের শোকবিহ্বল স্ত্রী ক্যাথরিন মাসুদ এবং বিশিষ্ট সাংবাদিক মিশুক মুনীরের স্ত্রী-সন্তানের মুখেও আমরা একই কথা শুনেছি। কিন্তু এতে যে কোনো কাজ হচ্ছে না তাও কারো অজানা নয়। দেশের সড়ক-মহাসড়কগুলোতে মৃত্যুর মিছিল থামছে না। থামার কোনো লক্ষণও দেখা যাচ্ছে না। বিশেষজ্ঞরা হতাহতের সংখ্যা এবং ক্ষয়ক্ষতির বিবরণ-সংবলিত পরিসংখ্যান তুলে ধরে সড়ক দুর্ঘটনার ভয়াবহতা সম্পর্কে সরকার ও জনগণকে সচেতন করার যথাসাধ্য চেষ্টা চালাচ্ছেন। দিচ্ছেন নানা পরামর্শও। কিছুদিন আগেও সাধারণ মানুষ ব্যাপক আশা ও আগ্রহ নিয়ে তা পড়তেন। এ নিয়ে মেতে উঠতেন তর্কবিতর্কে। তবে ইতোমধ্যে তাদের সেই আশা ও আগ্রহ দুটোই প্রায় উবে গেছে। মানুষ যখন কোনো বিষয়ে আগ্রহ ও উদ্যম হারিয়ে ফেলে তখন বুঝতে অসুবিধা হয় না যে, সমস্যা কতো জটিল এবং সে তুলনায় তা সমাধানের উদ্যোগ কতো অপ্রতুল।

সাধারণ মানুষ যখন নিজের চোখেই দেখছে যে, সড়ক-মহাসড়কগুলো মৃত্যুফাঁদে পরিণত হয়েছে এবং প্রতিদিনই তাদের স্বজন বা প্রিয়জনদের কেউ না কেউ তার অসহায় শিকারে পরিণত হচ্ছে, তখন পরিসংখ্যানের প্রয়োজনইবা কী! কথায় আছে ‘অল্প শোকে কাতর, অধিক শোকে পাথর’। আমাদের অবস্থাও খুব একটা ভিন্ন নয়। তবে একটি অভিযোগ আজকাল প্রায় শোনা যায়—হয়তো সংবাদপত্রে কাজ করি বলে আমাকে অভিযোগটি বেশি করে শুনতে হয়। অভিযোগটি হলো, সড়ক দুর্ঘটনায় প্রতিদিন নানা বয়সের নানা পেশার বহু মানুষ হতাহত হলেও তা নিয়ে কোনো উচ্চবাচ্য হয় না। শুধু নামিদামি কেউ দুর্ঘটনার শিকার হলে মিডিয়ায় ব্যাপক হৈ চৈ হয়। সোচ্চার হয়ে ওঠে নাগরিক সমাজ। অভিযোগটি একেবারে ভিত্তিহীন নয়। সব দুর্ঘটনার খবর যে গণমাধ্যমে আসে না সেটা আমি নিজে জানি। তবে যেটুকু আসে তাও আতঙ্কিত হওয়ার মতো। আর সেটা জানার জন্য কোনো গবেষণা বা পরিসংখ্যানের প্রয়োজন নেই। এর জন্য যে কোনো তারিখের জাতীয়ভিত্তিক একটি সংবাদপত্রই যথেষ্ট বলে বিবেচিত হতে পারে।

আমার সামনে এখন ১০ সেপ্টেম্বরের একটি সংবাদপত্র। সেখানে সড়ক দুর্ঘটনার খবর আছে দু’টি। প্রথমটির শিরোনাম হলো, ‘পৃথক সড়ক দুর্ঘটনায় প্রভাষকসহ নিহত ৯’। আর দ্বিতীয়টি হলো ‘সড়ক দুর্ঘটনায় আহত মানিকগঞ্জ সদর থানার ওসি আবু তাহের মারা গেছেন’। একদিনে মোট নিহতের সংখ্যা ১০। আহতের সংখ্যা ৮৮। তার মধ্যে ২ পুলিশ সদস্যসহ ১২ জনের অবস্থা আশঙ্কাজনক। প্রসঙ্গত দুর্ঘটনার ধরনটিও লক্ষ্য করা যেতে পারে। নিহত ১০ জনের মধ্যে ৪ জনই নিহত হয়েছেন ট্রাক চাপা পড়ে। তাদের মধ্যে দু’জন মোটর সাইকেল আরোহী। একজন সিএনজি আরোহী। আর ৭ বছর বয়সী একটি শিশু নিহত হয়েছে রাস্তা পারাপারের সময়। অবশিষ্টদের প্রায় সকলেই হতাহত হয়েছেন বাস উল্টে, বাস খাদে পড়ে কিংবা দু’টি বাসের মুুখোমুখি সংঘর্ষে। আরও লক্ষণীয় যে, সড়ক দুর্ঘটনার জন্য যাদেরকে সবচেয়ে বেশি দায়ী করা হয় সেই চালক ও পুলিশ সদস্যরাও আছেন হতাহতদের তালিকায়। তার অর্থ হলো, সড়ক দুর্ঘটনার মহামারী থেকে কেউ নিস্তার পাচ্ছেন না। পাওয়ার কথাও নয়। নগর পুড়লে যে দেবালয়ও রক্ষা পায় না সে কথা তো একজন বাঙালি কবিই বলে গেছেন শতাধিক বছর আগে।

নানা কারণে সব মৃত্যু আমাদের সমভাবে নাড়া দেয় না—যদিও কোনো মৃত্যুই কম মর্মস্পর্শী কিংবা স্বজনদের জন্য কম শোকের নয়। এ লেখার শুরুতে প্রতিমন্ত্রীর একমাত্র পুত্রের মৃত্যুকে ঘিরে যে করুণ আবহটি তুলে ধরা হয়েছে, প্রতিটি অকাল বা অপঘাত মৃত্যুকে কেন্দ্র করে অনুরূপ বা তার চেয়ে বেদনাদায়ক পরিস্থিতি খুঁজে পাওয়া যাবে। দরিদ্র পরিবারে এ ধরনের মৃত্যুর অভিঘাত আরও করুণ, আরও ভয়াবহ। বিশেষ করে পরিবারের একমাত্র উপার্জনক্ষম মানুষটি দুর্ঘটনার শিকার হলে শোকের তীব্রতাকেও ছাপিয়ে ওঠে ভবিষ্যতের অনিশ্চয়তা। গোটা পরিবারকেই তখন পথে বসতে হয়। এ ধরনের পরিবারের সংখ্যাও ক্রমেই বাড়ছে। প্রতিদিন সড়ক দুর্ঘটনায় যতো মানুষ হতাহত হচ্ছে তাদের বড়ো অংশই এ শ্রেণীভুক্ত। কিন্তু তা যেমন সংবাদপত্রের গুরুত্বপূর্ণ শিরোনাম হয় না, তেমনি এ নিয়ে তেমন হৈ চৈও শোনা যায় না। কারণ প্রথমত বিষয়টি সকলেরই গা সহা হয়ে গেছে; দ্বিতীয়ত, আগেই বলেছি যে, অব্যাহত প্রতিকারহীনতার কারণে এ নিয়ে মানুষ আগ্রহ ও উদ্যম দুটোই হারিয়ে ফেলেছে। ব্যতিক্রম এটুকুই যে, তারেক মাসুদ ও মিশুক মুনীরের মতো খ্যাতিমান ও সৃষ্টিশীল মানুষের মৃত্যু কিছু সময়ের জন্য হলেও এতে ব্যত্যয় ঘটায়। সবাই নড়েচড়ে বসেন।

এবারও তার ব্যতিক্রম হয়নি। দীর্ঘ এক বছর পর যোগাযোগমন্ত্রীর সভাপতিত্বে সড়ক নিরাপত্তা কাউন্সিলের সভা অনুষ্ঠিত হয়েছে গত রোববার। সেখানে নৌপরিবহন মন্ত্রী, স্বরাষ্ট্রমন্ত্রী, স্বরাষ্ট্র প্রতিমন্ত্রী এবং পরিবহন খাতের নেতৃবৃন্দসহ বহু গুরুত্বপূর্ণ ব্যক্তি উপস্থিত ছিলেন। সভায় সড়ক দুর্ঘটনা রোধে একগাদা সিদ্ধান্তও গৃহীত হয়েছে। সেই সব সিদ্ধান্ত আদৌ বাস্তবায়িত হবে কিনা কিংবা আরেকটি বড়ো ধরনের দুর্ঘটনা না ঘটলে ভবিষ্যতে এ নিয়ে কেউ মাথা ঘামাবে কিনা সেটা ভিন্ন প্রসঙ্গ। দেশে যে সড়ক নিরাপত্তা কাউন্সিল নামে গুরুত্বপূর্ণ একটি সংস্থা আছে তারেক মাসুদ ও মিশুক মুনীর মারা না গেলে সেটা হয়তো কারো মনেও পড়তো না। খোদ নৌ পরিবহন মন্ত্রীর কণ্ঠেও একই খেদোক্তি শোনা গেছে। উদ্ভূত পরিস্থিতির চাপে সরকার বাহাদুর যেমন কিছুটা নড়েচড়ে বসেছেন, তেমনি নিরাপদ সড়ক এবং স্বাভাবিক মৃত্যুর নিশ্চয়তা চেয়ে সোচ্চার হয়ে উঠেছে নাগরিক সমাজের একটি অংশও। গত কিছুদিন ধরে তারা সভা-সমাবেশ করছেন। তুলে ধরছেন বিভিন্ন দাবি। এটাও যে তারেক মাসুদ ও মিশুক মুনীরের মৃত্যুর তাত্ক্ষণিক প্রতিক্রিয়াজাত তাতে সন্দেহ নেই।

প্রশ্ন হলো, স্বাভাবিক মৃত্যুর নিশ্চয়তা কে দেবে? কে নিশ্চিত করবে সড়ক-মহাসড়কগুলোতে নিত্য চলমান মানুষের জীবনের নিরাপত্তা? নাগরিক সমাজের সকল দাবি ও প্রত্যাশা মূলত সরকারের কাছে। তারা চায় সরকার জনগণের স্বাভাবিক মৃত্যুর নিশ্চয়তা দিক। নিশ্চিত করুক সড়ক নিরাপত্তা। কিন্তু সরকার কি তা পারবে? সেই সংকল্প ও সামর্থ্য কি তাদের আছে? এ ব্যাপারে আমি নিজে ততোটা সংশয়মুক্ত নই। এটা ঠিক যে, জনমতের চাপে সরকার নানা উদ্যোগ নিচ্ছে। দীর্ঘদিন পর সড়ক নিরাপত্তা কাউন্সিলের সভা হয়েছে। প্রায় ৭ ঘন্টা স্থায়ী এ-সভায় বহু ভালো ভালো সিদ্ধান্তও গৃহীত হয়েছে। বলা হয়েছে, মহাসড়ক থেকে হাটবাজার ও নসিমন-করিমনের মতো ধীরগতির যানবাহন তুলে দেয়া হবে। ব্যবস্থা নেয়া হবে ফিটনেসবিহীন গাড়ি এবং ভুয়া লাইসেন্সধারী চালকদের বিরুদ্ধে। বন্ধ করা হবে ওভারটেকিং, ওভারলোডিং এবং ওভারস্পিড। পাশাপাশি, সড়ক-মহাসড়কের বিপজ্জনক বাঁকসহ বিদ্যমান ত্রুটিগুলো সারানো হবে ইত্যাদি ইত্যাদি। সিদ্ধান্তগুলো শুনতে ভালো লাগে। কিন্তু বাস্তবতা হলো, আগেও একাধিকবার এ ধরনের সিদ্ধান্ত নেয়া হয়েছে। কিন্তু কোনো ফল হয়নি। এমনকী ঢাকা মেট্রোপলিটন পুলিশ রাজধানীতে স্বয়ংক্রিয় সিগন্যাল পদ্ধতি এবং লেনপ্রথাসহ কিছু নিয়ম কার্যকর করার যে উদ্যোগ নিয়েছিল তাও মুখ থুবড়ে পড়েছে সঙ্গে সঙ্গে।

সড়ক দুর্ঘটনার মূল কারণগুলো কমবেশি সকলেই জানেন। অদক্ষ চালক ও ত্রুটিপূর্ণ যানবাহনের বিরুদ্ধে ব্যবস্থা গ্রহণের দাবি দীর্ঘদিনের। কারণ বেশিরভাগ দুর্ঘটনার জন্য অদক্ষ চালক এবং ত্রুটিপূর্ণ যানবাহনকে দায়ী বলে মনে করা হয়। এটা একেবারে অযৌক্তিকও বলা যাবে না। তবে দুর্ঘটনার যাবতীয় দায়দায়িত্ব তাদের ওপর চাপিয়ে দেয়াটাও যুক্তিযুক্ত নয়। তারেক মাসুদ ও মিশুক মুনীরের মর্মান্তিক মৃত্যুর জন্য চালকের অসতর্কতা বা বেপরোয়া মনোভাবকে দায়ী বলে মনে করা হয়। কিন্তু প্রতিমন্ত্রীর পুত্রের মৃত্যুর জন্য আমরা কাকে দায়ী করবো? একটি কুকুরকে বাঁচাতে গিয়ে তিনি দুর্ঘটনায় পতিত হন। পুলিশ বলছে, গাড়ির গতি বেশি ছিল বলে তিনি নিয়ন্ত্রণ রাখতে পারেননি। সড়ক দুর্ঘটনার জন্য পথচারীদের মারাত্মক অসচেতনতা, যত্রতত্র হাটবাজার স্থাপন কিংবা অপরিকল্পিত মহাসড়কের ভূমিকাও কোনো অংশে কম নয়। অতএব, সড়ক দুর্ঘটনা যে মহামারী আকার ধারণ করেছে তার জন্য সুনির্দিষ্টভাবে কোনো একটি কারণ অথবা পক্ষকে দায়ী করা যাবে না। আর যদি করতেই হয়, তাহলে দায়ী করতে হবে আমাদের বেপরোয়া মানসিকতাকে। অপ্রিয় হলেও সত্য যে, চালক, যাত্রী, পথচারী, পুলিশ কেউই নিয়মকানুনের তোয়াক্কা করেন না। বরং নিয়ম না মানাটাকেই বাহাদুরি বলে বিবেচনা করা হয়। সবচেয়ে দুর্ভাগ্যজনক বিষয় হলো, সড়ক-মহাসড়কে রাজকতা তথা আইনের শাসন নিশ্চিত করা যাদের দায়িত্ব তারা আরও বেপরোয়া। সরষের মধ্যে ভূত থাকলে সেই ভূত তাড়ানো সহজ নয়। অবস্থা এমন যে, লোম বাছতে গেলে পুরো কম্বলই উজাড় হয়ে যাবে।

সড়ক ব্যবস্থাপনা ও নিরাপত্তা ক্ষেত্রে দীর্ঘদিন যাবত্ যে মহাবিশৃঙ্খলা চলছে তা বিচ্ছিন্ন কিছু নয়। এটা আমাদের সামগ্রিক আর্থ-সামাজিক-রাজনৈতিক বাস্তবতারই অবিচ্ছেদ্য অংশ বলে আমার ধারণা। একটি উদাহরণ এখানে তুলে ধরা যেতে পারে। এখন বিনা পরীক্ষায় চালকদের প্রায় সাড়ে ২৮ হাজার লাইসেন্স দেয়া নিয়ে হৈচৈ চলছে। অথচ ১৯৯২ সাল থেকে এ পর্যন্ত চালকদের ১ লাখ ৮৯ হাজার ৫১৬টি লাইসেন্স দেয়া হয়েছে একই প্রক্রিয়ায়। কখনও পরিবহন নেতাদের চাপে, কখনও রাজনৈতিক হস্তক্ষেপে এবং কখনও বা অন্য কোনো কারসাজির মাধ্যমে এটা করা হয়েছে। এ খবর সমপ্রতি সংবাদপত্রে প্রকাশিত হয়েছে। আমার জানা মতে, কেউ তার প্রতিবাদও করেননি। সড়ক ব্যবস্থাপনার প্রায় প্রতিটি ক্ষেত্রেই এ ধরনের জটিল সমস্যা রয়েছে। এ সংকট থেকে বেরিয়ে আসা সহজ নয়। আর সরকার চাইলেই যে সব সিদ্ধান্ত বাস্তবায়ন করতে পারে না তার উদাহরণও আমাদের হাতের কাছেই আছে। গত এক দশকে প্রবল প্রতাপশালী সেনাসমর্থিত তত্ত্বাবধায়ক সরকারসহ একাধিক সরকার রাজধানীর রাস্তা থেকে মেয়াদোত্তীর্ণ যানবাহন তুলে দেয়ার সিদ্ধান্ত নিয়েও তা বাস্তবায়ন করতে পারেনি। আর নির্বাচিত সরকারের সীমাবদ্ধতা বা দায় তো আরও বেশি। তাদেরকে সবার কথাই শুনতে হয়। আমার মনে হয়, দ্রুত ফল পেতে হলে একটা বড়ো ধরনের সম্মিলিত উদ্যোগ প্রয়োজন। সেই উদ্যোগে চালক, মালিক, জনগণ ও সরকার সকলেরই সক্রিয় ও স্বতঃস্ফূর্ত অংশগ্রহণ দরকার। প্রবল জনসচেতনতা ও সামাজিক দায়িত্ববোধ ছাড়া এটা সম্ভব হবে বলে তো মনে হয় না। তবে সড়ক-মহাসড়কে মৃত্যুর এ মহামারী থামানো না গেলে কারো জীবনই যে নিরাপদ নয় তা ইতোমধ্যে দিবালোকের মতো স্পষ্ট হয়ে গেছে।
