জাতীয় প্রেসক্লাবের প্রতিষ্ঠাবার্ষিকী উপলক্ষে আয়োজন করা এক বৈঠকে আলোচনা হয়েছিল আওয়ামী লীগ সভানেত্রী শেখ হাসিনার প্রধানমন্ত্রিত্বে এখন যে সরকার চলছে তার তথ্য মন্ত্রণালয় 'বেসরকারি সম্প্রচার নীতিমালা-২০১১' নামে যে খসড়া দলিল তৈরি করেছে সেটা নিয়ে। বেসরকারি টেলিভিশন চ্যানেল ও রেডিও স্টেশনগুলো কিভাবে কাজ করবে সেই সম্পর্কে নীতিমালা তৈরি করার উদ্যোগ নিয়েছে সরকার। খসড়া হিসেবে যে প্রস্তাব সরকার দিয়েছে তার মূল বিষয় হলো বেসরকারি টিভি ও রেডিওগুলো কী প্রচার করতে পারবে আর কী প্রচার করতে পারবে না। অন্য অতি গুরুত্বপূর্ণ বিষয়টি হলো যে বর্তমানে চালু সম্প্রচার প্রতিষ্ঠানগুলোকেও নতুন করে লাইসেন্স নিতে হবে। যারা লাইসেন্স পাবেন তাদেরকে যেসব শর্ত মানতে হবে তাও বলা আছে এতে। প্রস্তাবিত নীতিমালায় একেবারে শুরুর দিকেই বলা হয়েছে, কারা লাইসেন্স পাবেন না। সরকার এই খসড়া নীতিমালাটি জাতীয় সংসদের তথ্য মন্ত্রণালয়সংক্রান্ত কমিটিতে পাঠিয়েছিল। খসড়াটিকে পরিশীলিত করার নির্দেশ দিয়ে বা অনুরোধ করে স্থায়ী কমিটি সেটিকে তথ্য মন্ত্রণালয়ে ফেরত পাঠিয়েছে। তবে তথ্য মন্ত্রণালয়সংক্রান্ত স্থায়ী কমিটির এই সিদ্ধান্তকে আমার কাছে ক্রন্দনরত শিশুর প্যানপ্যানানির মতো মনে হচ্ছে। খিদে পেলে বাচ্চা কাঁদতে শুরু করলে তখন তাকে যে দুধ এনে দেওয়া হয় তা যদি বেশি গরম হয় তাহলে বাচ্চাটি আবার কাঁদতে আরম্ভ করে এবং বলে, 'এত গরম দুধ আনলে কেন, ওটা ঠাণ্ডা করে দাও।' সরকারের প্রস্তাবিত নীতিমালাটি এতই বাজে এবং দেশ ও গণতন্ত্রের জন্য এতই ক্ষতিকর যে জাতীয় সংসদের তথ্য মন্ত্রণালয়বিষয়ক স্থায়ী কমিটির জন্য উচিত কাজ হতো ওটিকে সরাসরি প্রত্যাখ্যান করা এবং সরকারকে সতর্ক করে দেওয়া যে ওই ধরনের নোংরা কাজে সংসদকে জড়ানোর সাহস ভবিষ্যতে যেন না দেখায়। দুঃখের বিষয় হলো যে আমাদের সাতিশয় ভদ্র সংসদ সদস্যরা যুক্তিসংগত কারণ থাকা সত্ত্বেও সরকারের প্রতি কঠিন হতে পারলেন না। তবে ফিরে আসি জাতীয় প্রেসক্লাবের আলোচনা সভা প্রসঙ্গে।



শ্রদ্ধেয় মূসা ভাই (এবিএম মূসা) ওই সভায় অংশগ্রহণকারী সম্পাদক ও জ্যেষ্ঠ সাংবদিকদের উপদেশ দিয়েছেন যে এই সরকারি নীতিমালা প্রত্যাহার করার দাবিতে এবং গণমাধ্যমের কণ্ঠরোধ করার চেষ্টা প্রতিরোধ করার জন্য এখনই বৃহত্তর আন্দোলন শুরু করতে, অর্থাৎ রাজপথে নেমে আন্দোলন শুরু করতে, কারণ এ ছাড়া অন্য কিছুতে কাজ হবে না। এ প্রসঙ্গে মূসা ভাই পাকিস্তানি জামানায় সেনাশাসক আইয়ুব খান সংবাদপত্রের কণ্ঠরোধ করার জন্য যে কালাকানুন জারি করেছিলেন তার বিরুদ্ধে বৃদ্ধ প্রকাশক মওলানা আকরম খাঁ এবং প্রবীণ সম্পাদক আবদুস সালাম ও আবুল কালাম সামসুদ্দিনকে সামনে রেখে খবরের কাগজের সাংবাদিক, প্রেস কর্মচারী ও বাণিজ্যিক বিভাগের কর্মীরা সবাই মিলে ঢাকার রাজপথে যে মিছিল করেছিলেন সে কথা মনে করিয়ে দেন। তিনি এবারও একটি সংগ্রাম কমিটি গঠন করার প্রস্তাব দিয়েছেন। মূসা ভাইয়ের প্রস্তাবটি সঠিক। সেই আমলে আমি পূর্ব পাকিস্তান সাংবাদিক ইউনিয়নের নির্বাহী কমিটিতে ছিলাম, পরে সাধারণ সম্পাদক পদে নির্বাচিত হয়েছি। মূসা ভাইরা আমাদের নেতা ছিলেন। এখানে শ্রদ্ধাভরে শহীদ সিরাজুদ্দীন হোসেন, শহীদ খোন্দকার আবু তালেব, শহীদ শহীদুল্লা কায়সার ও প্রয়াত কেজি মুস্তাফার নাম স্মরণ করি। তাঁরা সবাই সাংবাদিক ইউনিয়ন তথা তৎকালীন পাকিস্তানের পেশাদার সাংবাদিক জগতের নেতা ছিলেন। আমি যতদূর জানি, শ্রদ্ধেয় নির্মল সেন ও ফয়েজ আহ্মেদও সরকারের গণমাধ্যমের কণ্ঠরোধ করার চেষ্টার বিরুদ্ধে জোরদার প্রতিবাদ হোক তা চান।



বেসরকারি সম্প্রচার নীতিমালা-২০১১-এর খসড়াটির সামান্য দু-চারটি প্রস্তাব উল্লেখ করলেই প্রিয় পাঠকরা অনুভব করতে পারবেন কেন আমাদের এই ক্ষোভ ও উদ্বেগ। একটি প্রস্তাবিত নীতি আছে যা কার্যকর হলে বেসরকারি টেলিভিশন ও রেডিওতে কোনো রাজনৈতিক খবরই পরিবেশন করা যাবে না। নীতিটিতে বলা হয়েছে, 'অনুষ্ঠানে সরাসরি বা বিজ্ঞাপনের মাধ্যমে কোনো রাজনৈতিক দলের বক্তব্য বা মতামত প্রচার করা যাবে না।' রেডিও-টিভির স্রোতা ও দর্শক এবং খবরের কাগজের পাঠকরা সবাই জানেন যে গণমাধ্যমের জন্য রাজনৈতিক সংবাদ পরিবেশন করা প্রধান কাজ। কারণ রাজনৈতিক দলের কাজকর্মের সঙ্গে জনজীবন ও রাষ্ট্র পরিচালনা গভীরভাবে জড়িত। কোনো গণতান্ত্রিক দেশে নির্বাচিত জনপ্রতিনিধিদের দ্বারা ও জনমতের ভিত্তিতে সরকার পরিচালনা করা হয়। জনগণ তাই ক্ষমতাসীন দল ও বিরোধীদের সব খবরই ন্যায়সংগতভাবে জানতে চান। তদুপরি বহুমতের দেশে রাজনৈতিক দল থাকতেই হয় এবং সংগঠন করার স্বাধীনতা আমাদের সংবিধানে প্রদত্ত মৌলিক অধিকারের অন্যতম। এখন প্রস্তাবিত সম্প্রচার নীতিমালা নির্দেশ দিতে যাচ্ছে যে গণমাধ্যম রাজনৈতিক দলের বক্তব্য বা মতামত প্রচার করতে পারবে না। এর ফলে তো এমনকি জাতীয় সংসদের আলোচনা বা আদালতে রাজনীতিসংশ্লিষ্ট অথবা সংবিধানবিষয়ক মামলার শুনানি বা রায়ও প্রচার করা যাবে না। তাহলে আর রেডিও-টিভি এবং সংবাদপত্রে খবর থাকলো কোথায়।



আরেকটি প্রস্তাবে বলা হয়েছে, 'কোনো মানুষ বা প্রাণী নির্যাতনের দৃশ্য অনুষ্ঠানে প্রচার করা যাবে না। নাটকের প্রয়োজনে বিশেষ ক্ষেত্রে এই নীতি শিথিল করা যেতে পারে।' এই প্রস্তাবের মানে দাঁড়ায়, কেউ কাউকে মারপিট করছে, রামদা নিয়ে তাড়া করেছে বা গুলি করতে যাচ্ছে বা বুট দিয়ে মাড়াচ্ছে_এ রকম বাস্তব ঘটনার ছবি দেখানো বা ছাপানো যাবে না। এই প্রস্তাবের উদ্দেশ্য হলো, সরকারের পুলিশ ও ক্যাডার বাহিনী বিক্ষোভকারী বিরুদ্ধমতবাদী রাজনৈতিক কর্মী বা বেতনবঞ্চিত শ্রমিক বা নির্যাতিত ছাত্র বা সার-পানি অথবা ফসলের ন্যায্যমূল্যের দাবি উত্থাপনকারী কৃষকদের দমনের নামে নিপীড়ন করলে তার সচিত্র সংবাদ পরিবেশন করা যাবে না।



আসলে এই উদ্দেশ্যটা অন্যত্র স্পষ্ট করেই বলা হয়েছে যথা, 'সশস্ত্র বাহিনী/পুলিশ বাহিনী অথবা দেশের আইনশৃঙ্খলা রক্ষায় নিয়োজিত দায়িত্বশীল অন্য কোনো বাহিনীর প্রতি কটাক্ষ, বিদ্রূপ বা অবমাননা, অপরাধ নিবারণ অথবা অপরাধীদের দণ্ডবিধানে নিয়োজিত সরকারি কর্মকর্তাদের হাস্যস্পদ করে, তাদের ভাবমূর্তি বিনষ্ট করে এমন দৃশ্য প্রদর্শন করা যাবে না।' এ রকম নীতি কার্যকর করলে গণমাধ্যম কোথাও পুলিশের কোনো বাড়াবাড়ি বা সশস্ত্র বাহিনীর কোনো সদস্যের কোনো উচ্ছৃঙ্খল কাজ সম্পর্কে খবর পরিবেশন করতে পারবে না। এই প্রস্তাবিত নীতিমালা প্রকৃতপক্ষে পাকিস্তানি জামানার অগণতান্ত্রিক ও নিপীড়ক শাসনের প্রেতাত্মাকে পুনরুজ্জীবিত করেছে। যেমন_এটির এক জায়গায় প্রস্তাব করেছে, 'গুরুত্বপূর্ণ ঘোষণা (সরকারের) বা প্রেস নোট' প্রচার করা বাধ্যতামূলক হবে। আইয়ুব আমলের কালাকানুনে ঠিক এ রকম নির্দেশ দেওয়া হয়েছিল।



প্রস্তাবিত নীতিমালায় এমন একটি বিষয় আছে যা সংবিধানের কয়েকটি ধারার পরিপন্থী। এই প্রস্তাবটিতে বলা আছে, 'কোনো প্রতিষ্ঠান, যার মালিকানা কোনো ব্যক্তির যিনি কোনো দলের শীর্ষ পর্যায়ে পদ অধিকার করেন তেমন কোনো প্রতিষ্ঠান টিভি বা রেডিও প্রচার কেন্দ্র করার লাইসেন্স পাবে না।' তা কেন? আমাদের সংবিধানে তো বৈধভাবে সম্পত্তির মালিক হওয়ার অধিকার দেওয়া আছে, সংগঠনের স্বাধীনতা দেওয়া আছে, চিন্তা ও মতপ্রকাশের স্বাধীনতা দেওয়া আছে, তাহলে তাঁরা কেন এমন একটি মাধ্যমের মালিক হতে পারবেন না, যাতে বিনিয়োগ করতে হয় বিধায় এটা একটা সম্পত্তি এবং যেটা এমন একটা মাধ্যম যা দিয়ে মতপ্রকাশ করা সম্ভব? আর বাস্তব পরিস্থিতিইবা কী, বাংলাদেশের বেসরকারি টেলিভিশন চ্যানেলগুলোর অনেক মালিক বা অংশীদার বা পরিচালক তো শাসক আওয়ামী লীগ দলের সংসদ সদস্য বা মন্ত্রীর আত্মীয়। এখন তাঁদের কী হবে।



এই প্রস্তাবিত নীতিমালাটির খসড়া কে তৈরি করেছেন তা জানি না, তবে বিশ্বাস হয় না যেন সচিবালয়ের কোনো কনিষ্ঠ কেরানিও এত সংকীর্ণমনা বা বুদ্ধিহীন হতে পারে।



সরকার থেকে এভাবে যখন গণমাধ্যমের কণ্ঠরোধ করার উদ্যোগ নেওয়া হয়েছে ঠিক তার পর পরই প্রধানমন্ত্রী শেখ হাসিনা যে তাঁর মন্ত্রীদের বললেন তাঁদের কারো সম্পর্কে কোনো মিথ্যা রিপোর্ট বের হলেই সেই পত্রিকার বিরুদ্ধে মামলা ঠুকে দিতে, তাতে আতঙ্কিত হচ্ছি। কারো সম্পর্কে কেউ মিথ্যা প্রচার করলে বা অবমাননাকর কিছু প্রচার করলে তার বিরুদ্ধে মামলা করার মতো আইন দেশে আছে। প্রেস কাউন্সিলেও এ রকম মামলা করা যায়, যদিও প্রধানমন্ত্রী এটির কথা স্পষ্ট করে উল্লেখ করেছেন এমন কথা শুনিনি। তাহলে আমরা ধরে নিতে পারি গণমাধ্যমের বিরুদ্ধে মামলা হওয়ার একটা জোয়ার এল বলে, যেমন করা হয়েছিল আমার দেশ পত্রিকার বিরুদ্ধে। তবে গণমাধ্যমে কর্মরতদের নিপীড়ন করার জন্য প্রধানমন্ত্রীর পরামর্শের বাইরেও অনেক ব্যবস্থা নিচ্ছে তাঁর দলের লোকেরা। তার মধ্যে মেরে মাথা ফাটিয়ে দেওয়া বা হাত-পা ভেঙে দেওয়া তো আছেই আরো আছে ছিনতাই, ডাকাতি, চুরি ও চাঁদাবাজির মিথ্যা মামলা দেওয়া। এসব মামলায় রিমান্ড বা কাস্টডিতে পাঠানো খুব সহজ। আর যাকে পুলিশের রিমান্ডে নেওয়া হলো তাকে যে কত রকমভাবে অত্যাচার করা যায় তার কাহিনী তো নিত্যই দেখা ও শোনা যাচ্ছে।



এ অবস্থায় এই নিপীড়নমূলক পরিস্থিতি মোকাবিলা করতে সংবাদপত্রের মালিক, সম্পাদক, সাংবাদিক ও সব বিভাগের অন্য কর্মীদের একত্র হয়ে রাস্তায় নামা উচিত। অন্তত বারকয়েকের জন্য হলেও। তবে সে রকম ঘটতে হয়তো কিছুটা সময় লাগবে। তবু কেউ যেন এ উদ্যোগ নেন। ইতিমধ্যে মার্কিন পররাষ্ট্রমন্ত্রী হিলারি ক্লিনটন বাংলাদেশের পররাষ্ট্রমন্ত্রী ডা. দীপু মনির প্রতি সংক্ষিপ্ত স্বাগত ভাষণে বাংলাদেশে গণমাধ্যম যেন স্বাধীনভাবে কাজ করতে পারে এ কথা মনে করিয়ে দিয়েছেন, এটা খুবই লক্ষণীয়। মনে হয় বাংলাদেশে গণমাধ্যমের কণ্ঠরোধের সম্ভাবনা যে এখন বাস্তবিক হুমকিতে পরিণত হয়েছে মার্কিন সরকার সে রকম আশঙ্কা করছে। বাংলাদেশ সরকার এ বিষয়টি আমলে নিতে পারে, আবার নাও পারে। তাই আমাদের নিজেদেরই প্রতিবাদ করার ক্ষমতা অর্জনের মধ্য দিয়ে গণমাধ্যমকে রক্ষা করতে হবে। এর কোনো বিকল্প নেই।

Can Sex “Just for Fun” Be Emotionally Healthy?


This week’s installment of Heather Corinna‘s sex-and-relationships advice column tackles the issue of casual sex.

Q: So excited for this new blog spot! Can you discuss whether it’s emotionally healthy to have sex outside of relationships? I want to own my sexuality, but all of the advice around me seems to be no-sex-outside-of-relationships-or-marriage. I know this depends on the individual, but any insight would be great! I’ve been toying with asking an ex–whom I am friends with–to have sex just for fun. I’m 98 percent sure he’ll agree, but I am worried about emotional health consequences. He has always wanted a much closer relationship than I do. I’m worried I’ll feel guilty for possibly leading him (or myself) into wanting more.

You’re right: this is a very individual and situational decision. To give some context, a recent study found that, on average, for 20-year-olds, casual sex and committed relationships led to the same level of psychological health. But individuals aren’t averages. Not everyone wants or is comfortable with sex in the same kinds of relationships or scenarios (including committed relationships). Context and interpersonal dynamics factor in, too.

There are some guidelines, however, that everyone can apply. When a sexual situation is likely to be sound, we usually feel good heading into it, as does anyone else involved. If we feel uncertain or predict negative feelings on anyone’s part, those are strong cues not to proceed.

I’m not sure what the phrase “owning your sexuality” means to you, but for me, one thing it entails is responsibility: doing my best to make sexual choices that are sound for me and a partner. (That’s also part of doing consent well.) If I am offering something sexually light and fun but anticipate that it will be emotionally or interpersonally complex–or if I’m feeling stressed, confused and worried about it–then I can know that easy-breezy is neither what I can expect nor earnestly offer.

Even when I’m having sex-for-sex’s-sake–which I would define as sex that takes place outside of a larger intimate relationship, without any agreed-upon, intended or implied commitment–that doesn’t mean I have zero responsibility for my emotional health or that of others. My partner (or wanna-be partner) and I still owe one another respect, care and consideration, which includes considering possible outcomes, even if we don’t intend to be there with each other for them.

It sounds like you’re on board with that, and you’ve already voiced your own sense that this specific situation probably isn’t sound for you or your ex. While he’d likely agree to sex, clearly some of this wouldn’t be fun for him or you, and could be an emotional landmine. While your romantic relationship may be over, you two are in a relationship: you have a history and a friendship, and it sounds like you have strong feelings for and about one another that are not only or primarily sexual. If what you want is just a roll in the proverbial hay, this isn’t likely to be it.

It also sounds like you’ve been curious about sex outside of romantic relationships, but you haven’t felt supported in or exposed to alternatives. So you might also want to give yourself more time to take a bit more stock of what you want and to find people to talk with who aren’t all saying the same things. If that’s not currently available to you, Sex & Single Girls is a great anthology with a diverse array of women writing about various sexual experiences. I also think Jaclyn Friedman’s new book, What You Really Really Want, could be just the thing for you.

My best advice is that you hold out for an opportunity to explore casual sex if and when you feel a lot better about it. That will also likely entail a partner or scenario you don’t feel so conflicted about; that feels more likely to be explosive in the ways you want, rather than the ways you don’t.

Live Blog: Occupy Wall Street Protesters Win Battle Against Bloomberg Eviction, At Least 10 Arrested in Clash With Police

The brave protesters stationed at Zuccotti Park, renamed Liberty Plaza, have inspired people across the nation and the world to take a stand against Wall St. excesses and demand a more equitable economic and political system for the 99%, not just the 1%. They faced forced eviction today, under the premise that the park needs to undergo cleaning. Representatives of Brookfield, the company that owns the park, sent a letter to police commissioner Ray Kelly asking the NYPD to remove the protesters, but the protesters promised to stay put. Early this morning, the city's Deputy Mayor announced that today's cleanup of Liberty Plaza has been postponed. A victory! After hearing the news, protesters marched through lower Manhattan, where at least 10 were arrested.

Falklands’ government responds Argüello’s ‘poorly researched comments’ in Mexico




The Falkland Islands government responded Friday to the Argentine ambassador to United Nations Jorge Argüello for his comments on the Falklands’ economy and self-sufficiency while in Mexico.
Ambassador Argüello was quoted Thursday addressing an audience at the University of Mexico saying Islanders relied heavily on social benefits granted by the United Kingdom.

“England knows that if it cuts the social assistance and employment budget of the (Falkland) Islands as it has done with other (British) citizens, it will lead to the emigration to Argentina or South America, where the opposite thing is happening”.

The elected government of the Falkland Islands responded to Agüello in its twitter account (http://twitter.com/#!/falklandsgov) and fought the Ambassador words, arguing that they are entirely “auto sufficient” apart from defence which is the responsibility of the UK.

“Jorge Arguello with some poorly researched comments. Bar defence we are self sufficient. No UK payments are received. We deal in facts”, reads the Twitter message.

Sources from the Falkland Islands said they were extremely surprised not by Ambassador Argüello’s statements, (“we are accustomed”), but with the hosts of the conference, the Autonomous University of Mexico, the country’s number one and rated in the latest rankings as the number two in Latin America, only behind Brazil’s Sao Paulo university.

“That a foreign ambassador should state without the minimum decorousness what he said at the top Mexican university is but a joke, otherwise it can only be interpreted as a lack of respect for their hosts”.

“The sovereignty dispute exists, but trying to make other people believe the contrary of what can be easily checked in any world statistics, that the Falklands are entirely self-sufficient, and have been for years, and have a flourishing economy in spite of all Argentine efforts to strangle us, is simply considering the rest of the world are idiots”, said the sources.

সংঘাতময় রাজনীতিতে সংসদ অকার্যকর

সিপিডির সংলাপে রাজনীতিক ও বিশিষ্টজনদের অভিমত

রাজনীতিক, সংসদ সদস্য ও বিশিষ্টজনরা বলেছেন, দেশের রাজনৈতিক সংস্কৃতি সংঘাতময় হয়ে উঠেছে। জাতীয় সংসদ, বিচার বিভাগ, নির্বাচন কমিশন ও নির্বাহী বিভাগসহ সকল সাংবিধানিক প্রতিষ্ঠান আজ প্রশ্নবিব্ধ। তত্ত্বাবধায়ক সরকার ব্যবস্থা ইস্যুতে প্রধান দুটি রাজনৈতিক প্রতিপক্ষ বিপরীতমুখী অবস্থান নেয়ায় গণতান্ত্রিক প্রক্রিয়া সংকটের মুখে পড়েছে। জাতীয় সংসদ অকার্যকর হয়ে পড়েছে। নির্বাচনে যে দলই পরাজিত হয় তারা সংসদের প্রতি আগ্রহ হারিয়ে ফেলে। সংসদ বয়কটের সংস্কৃতি এর অন্যতম কারণ। সংসদ বয়কটকে এক ধরনের ‘দুর্নীতি’ আখ্যায়িত করে আইন প্রণয়নের মাধ্যমে এই অপসংস্কৃতি বন্ধের পরামর্শ দিয়েছেন তারা। তত্ত্বাবধায়ক সরকার ইস্যুসহ রাজনৈতিক সংকট উত্তরণে এবং আগামীতে আর কোনো অসাংবিধানিক সরকার যাতে ক্ষমতায় আসতে না পারে সেজন্য সবাইকে ঐক্যবদ্ধভাবে কাজ করার আহ্বান জানিয়েছেন তারা।

সেন্টার ফর পলিসি ডায়ালগ (সিপিডি)-এর উদ্যোগে গতকাল বৃহস্পতিবার রাজধানীর ব্র্যাক সেন্টারে ‘দ্য পার্লামেন্ট অব বাংলাদেশ : রিপ্রেজেন্টেশন এ্যান্ড একাউন্টেবিলিটি’ শীর্ষক সংলাপে তারা এই আহ্বান জানান। এতে সঞ্চালকের দায়িত্ব পালন করেন প্রফেসর রেহমান সোবহান।

সংলাপে প্রধান অতিথির বক্তব্যে জাতীয় সংসদের ডেপুটি স্পিকার শওকত আলী বলেন, সংসদে প্রধানমন্ত্রী ও মন্ত্রীদের প্রশ্ন করার জন্য বিরোধী দলের সদস্যদের সুযোগ না দেয়ার অভিযোগ সঠিক নয়। আমরা প্রাণবন্ত বিতর্ক চাই, তবে সেটি হতে হবে গালাগালমুক্ত। স্পিকারের সিদ্ধান্ত অনুযায়ী প্রশ্নোত্তর পর্ব শেষে পয়েন্ট অব অর্ডারে ফ্লোর দেয়া হয়; কিন্তু অনেক সময় যে ইস্যুতে কথা বলা হয় তা যথাযথ পয়েন্ট অব অর্ডার হয় না। দেখা যায়, বাইরে কোনো একটা ইস্যু তৈরি করে তা সংসদে এসে পয়েন্ট অব অর্ডারে তোলা হয়।

আওয়ামী লীগের উপদেষ্টা পরিষদের সদস্য সুরঞ্জিত সেনগুপ্ত বলেন, স্বীকার করছি— দেশ ও জাতি আজ সংকটে। শুধু সরকার বা বিরোধী দল নয়, আমরা সবাই মিলেই এটি করেছি। সংসদ, বিচার বিভাগ, নির্বাচন কমিশন ও নির্বাহী বিভাগসহ সাংবিধানিক প্রতিষ্ঠানগুলোকে রাজনীতিকরাই ধ্বংস করেছি। অসাংবিধানিক সরকার মানে সামরিক শাসন, এটিকে ইনিয়ে-বিনিয়ে বলার দরকার নেই।

তিনি বলেন, এতকিছুর পরেও আমি হতাশ নই। এখন যা হচ্ছে এসব ক্ষণস্থায়ী। রাজনীতিক, ব্যবসায়ী, সুশীল সমাজ ও গণমাধ্যমসহ সবাই এগিয়ে এলে এই পরিস্থিতি থেকে আমরা উত্তরণ ঘটাতে পারবো। ’৭২-এর সংবিধানে আমাদের ফিরে যেতেই হবে। সাংবিধানিক সরকারের ধারাবাহিকতা রক্ষায় গণতন্ত্রকে প্রতিষ্ঠান হিসেবে গড়ে তোলা ছাড়া অন্য কোনো পথ নেই।

আইন, বিচার ও সংসদ বিষয়ক মন্ত্রণালয় সম্পর্কিত সংসদীয় স্থায়ী কমিটির সভাপতি সুরঞ্জিত সেনগুপ্ত বলেন, আমরা যেভাবেই হোক সংঘাত-সংঘর্ষের রাজনীতিতে দাঁড়িয়ে গেছি। সংসদ বয়কটও এক ধরনের দুর্নীতি। অসুস্থ রাজনীতির মাধ্যমে সুস্থ রাজনীতি আসতে পারে না। সুস্থ রাজনীতির জন্য গণতান্ত্রিক প্রক্রিয়া লাগবে এবং রাজনৈতিক সংস্কৃতি থেকেই সেটি আসতে হবে। আমাদের সবার ধৈর্যের দরকার। আমাদের সংসদ আজ অকার্যকর। বিরোধী দল না থাকলে সংসদ কাজ করে কিভাবে? এটা যে এখন শুধু বিএনপি করছে তা নয়, আমরাও (আওয়ামী লীগ) একই কাজ করেছি। সংসদ যেন এখন চাকাবিহীন একটি বাইসাইকেল। তিনি বলেন, বিরোধী দল রাজপথে অবশ্যই যাবে; কিন্তু একই সঙ্গে সংসদকেও ব্যবহার করতে হবে। যেমনটি আওয়ামী লীগ বিরোধী দলে থাকাবস্থায় করেছিল।

বিএনপির স্থায়ী কমিটির সদস্য এম কে আনোয়ার বলেন, সংবিধান সংশোধনের লক্ষ্যে গঠিত বিশেষ কমিটি সাবেক তিনজন প্রধান বিচারপতিসহ সকল বিশেষজ্ঞকে ডেকেছিল। তারা সবাই বলেছেন— তত্ত্বাবধায়ক সরকার ব্যবস্থা রাখা প্রয়োজন; কিন্তু বিশেষ কমিটি কারো মতামত গ্রহণ করেনি। সংবিধানের পঞ্চদশ সংশোধনীর মাধ্যমেই রাজনীতি ও সংসদকে বিপাকে ফেলে দেয়া হয়েছে। সংকট সমাধানে তত্ত্বাবধায়ক সরকারের অধীনেই অবাধ ও সুষ্ঠু নির্বাচন হতে হবে।

বিরোধী দলের সংসদ বয়কট সম্পর্কে তিনি বলেন, বর্তমান সংসদে বিরোধী দলকে কটাক্ষ ও ব্যক্তিগত আক্রমণ করা হয়। বুধবারও নীলফামারীতে এক জনসভায় বিরোধী দলীয় নেতাকে ‘পাগল’ বলেছেন প্রধানমন্ত্রী। অথচ একসময় এই শেখ হাসিনাকেই উচ্চ আদালত ‘রং হেডেড’ বলেছিলেন। এসব কারণে ব্যক্তিগতভাবে মনে করি যে, এই সংসদে যাওয়া উচিত নয়।

এমকে আনোয়ার বলেন, অসাংবিধানিক সরকারের সূচনা হয় ’৭৫ সালে; কিন্তু জিয়াউর রহমানের সরকার সামরিক ছিল না। তিনি বলেন, গণমাধ্যমও আজ চাপে রয়েছে। এর ফলে গণতন্ত্র আবারো বিপদে পড়ার আশঙ্কা রয়েছে।

জাতীয় পার্টির (জাপা) প্রেসিডিয়াম সদস্য ব্যারিস্টার আনিসুল ইসলাম মাহমুদ বলেন, এটা সত্য যে বিশেষ কমিটিতে সবাই তত্ত্বাবধায়ক রাখার পক্ষে বলেছিলেন। এমনকি আওয়ামী লীগের পক্ষে শেখ হাসিনাও এর পক্ষে বলেন; কিন্তু আদালতের রায়ে এই ব্যবস্থাকে ‘অবৈধ’ ও ‘অসাংবিধানিক’ আখ্যা দিয়ে আবার এটিকে দুই মেয়াদে রাখা যেতে পারে বলা হয়েছে ‘অবৈধ’ বলার পর এই ব্যবস্থা চলমান রাখার কোনো সুযোগ নেই।

তিনি বলেন, একটি দেশকে সামনে এগিয়ে নেয়ার একটিই পথ, গণতন্ত্র। সেনাবাহিনী ক্ষমতায় আসবে কেন? সেদিন তত্ত্বাবধায়কের ফাঁক ছিল বলেই সেনাবাহিনী হস্তক্ষেপ করার সুযোগ পেয়েছে। তার মতে— অর্থবিল ও জাতীয় নিরাপত্তা ইস্যু এবং সরকারের প্রতি অনাস্থা প্রস্তাব দেয়া যাবে না, এই তিনটি বিষয় সংরক্ষিত রেখে অন্য সব বিষয়ে সংসদ সদস্যদের কথা বলার স্বাধীনতা দেয়ার লক্ষ্যে সংবিধানের ৭০ অনুচ্ছেদ সংশোধন করা উচিত। একটানা তিন বছর কোনো দলের সদস্য না হলে কেউ জাতীয় সংসদ নির্বাচনে অংশ নিতে পারবে না, এটিও বাদ দেয়া উচিত বলে মনে করেন তিনি।

সংলাপে মূল প্রবন্ধ উপস্থাপন করেন সিপিডির ডিস্টিংগুইস্ট ফেলো প্রফেসর রওনক জাহান। প্রবন্ধে তিনি উল্লেখ করেন, গণতন্ত্রের কেন্দ্রীয় প্রতিষ্ঠান হচ্ছে সংসদ। সেই সংসদকেও গণতান্ত্রিক হতে হবে। কারণ সংসদই হচ্ছে মন্ত্রিপরিষদের জবাবদিহি করার একমাত্র সাংবিধানিক প্রতিষ্ঠান; কিন্তু এখানে নির্বাচনের পর পরাজিত দল সংসদের প্রতি আগ্রহ হারিয়ে ফেলে। দেশে দুটি দলই পালা করে ক্ষমতায় আসে। যখনই তারা বিরোধী দলে যায় তখন আর দায়িত্ববোধ রাখে না। এর ফলে সংসদ যেন কেবল সরকারি দলের হয়ে যায়।

প্রফেসর রওনক বলেন, সামরিক, রাষ্ট্রপতি শাসিত ও সংসদীয় গণতন্ত্র— এরকম বারবার পদ্ধতি পরিবর্তনের কারণেও গণতন্ত্র প্রাতিষ্ঠানিক রূপ পাচ্ছে না। সামরিক বাহিনী রাষ্ট্রযন্ত্রকে ব্যবহার করে ক্ষমতায় আসে। অন্য নির্বাচনগুলোও বিতর্কমুক্ত ছিল না। পরাজিত দল সবসময় ফলাফল বর্জন করে। এক সময় মনে হয়েছিল, বাংলাদেশের তত্ত্বাবধায়ক সরকার পদ্ধতি বিশ্বে হয়তো মডেল হবে; কিন্তু এখন সেটিও বিতর্কে। এক সময় সংসদে প্রধান দুটি দলের বাইরেও ছোট ছোট ৪/৫টি দলের প্রতিনিধিত্ব থাকতো। এখন ছোট দলগুলোও সব বড় জোটে বিলীন হয়ে গেছে। বিরোধী দল সংসদ বয়কট করলেও স্থায়ী কমিটির বৈঠকে এবং বিদেশ সফরে যায়। এছাড়া সংবিধানের অনুচ্ছেদ ৭০-এর মাধ্যমে এমপিদের স্বাধীনতা হরণ করা হয়েছে।

প্রবন্ধে তিনি উল্লেখ করেন, সংসদের নিজস্ব প্রশাসনিক ব্যবস্থা গড়ে ওঠেনি। ভারতসহ অনেক দেশেই সংসদের নিজস্ব প্রশাসনিক কাঠামো থাকলেও বাংলাদেশে স্পিকারের পিএসসহ সব কর্মকর্তা-কর্মচারীই দেয়া হয় সরকার থেকে। এটিও সংসদের দুর্বলতার অন্যতম কারণ। গবেষণায় দেখা গেছে, এমপিদের বেশিরভাগই ব্যবসায়ী ও শিল্পপতি। এবারের সংসদেও ব্যবসায়ীর হার শতকরা ৫৬ ভাগ। নির্বাচনী ব্যয় কমানো উচিত। না হলে সংসদ এক সময় বড় লোকদের ক্লাব হয়ে যাবে। এমপিরা আইন প্রণয়নের পাশাপাশি নিজ এলাকার উন্নয়ন কাজে জড়িত থাকায় স্থানীয় সরকারের প্রতিষ্ঠানগুলোর সঙ্গে বিরোধ সৃষ্টি হচ্ছে। এমপিদের বাসার দরজা সকাল থেকে গভীর রাত পর্যন্ত খোলা রাখতে হয়। মানুষ প্রায় সব কাজেই এমপির দ্বারস্থ হয়।

রওনক জাহান বলেন, গণমাধ্যমে প্রতিদিনই এমপিদের বিরুদ্ধে নানা প্রতিবেদন প্রকাশিত হলেও সংসদের কোন বক্তব্য নেই। অথচ অন্য দেশে সংসদ থেকে ব্যাখ্যা দেয়া হয়। অবশ্য এবার ৪৮টি স্থায়ী কমিটি বেশ সক্রিয়। তবে অর্থ বিলগুলোর ওপর সংসদে যথেষ্ট আলোচনা হয় না। অনেক সময় প্রধানমন্ত্রী ও মন্ত্রীদের সুবিধামতো সরকারের পক্ষের প্রশ্নগুলো গ্রহণ করা হয়। যেগুলো সরকারের বিরুদ্ধে যেতে পারে সেসব প্রশ্ন গ্রহণ করা হয় না।

সংলাপে নরওয়েসহ বিভিন্ন দেশের সংসদের ভালো দৃষ্টান্তগুলোর ওপর একটি প্রতিবেদন উপস্থাপন করেন গবেষক ড. ইনজে এমান্ডসেন।

উন্মুক্ত আলোচনায় মনজুর হাসান বলেন, নির্বাচন আসে, আমরা ভোট দিই— এই পর্যন্তই গণতন্ত্র। নির্বাচনের পর সবকিছু অগণতান্ত্রিক হয়ে যায়। মানুষ ভোট দিয়ে সরকার পরিবর্তন করে, কিন্তু অবস্থার কোন বদল ঘটে না। গত ১৫ বছরে সংসদের চেয়েও মিডিয়া অনেক বেশি কার্যকর ভূমিকা রেখেছে। তার মতে, স্পিকারকে নিরপেক্ষ হওয়া উচিত। নির্বাচনের পর তার উচিত দল থেকে পদত্যাগ করা।

ঢাকা বিশ্ববিদ্যালয়ের আইন বিভাগের শিক্ষক ড. আসিফ নজরুল বলেন, স্থায়ী কমিটিগুলোর ডাকে সাড়া দেয়ার জন্য গত ৪০ বছরেও দেশে আইন করা যায়নি। সেজন্য কমিটি সুপ্রিম কোর্টের রেজিস্ট্রারকে ডাকলেও তিনি যাননি। ডাকার পরে কেউ না গেলেও কমিটির কিছুই করার ক্ষমতা নেই। তিনি বলেন, বিরোধী দলের সংসদ বয়কটের কারণ চারটি। এগুলো হলো-সংসদে নির্মম অপমান সইতে হয়, দলের যেসব সিনিয়র নেতা নির্বাচনে পরাজিত হন তারা নেত্রীকে সংসদে না যাওয়ার পরামর্শ দেন, প্রপাগান্ডা চালানো হয় সংসদে গেলে সরকারের কাজের বৈধতা দেয়া হবে এবং ৯০ কার্যদিবস পর্যন্ত অনুপস্থিত থাকা যায়।

ড. আসিফ বলেন, আনুপাতিক হারে প্রতিনিধিত্বশীল সংসদ করা সম্ভব না হলেও বিশেষজ্ঞদের সংসদে আনতে দ্বি-কক্ষ বিশিষ্ট পার্লামেন্ট করা যায়। তিনি বলেন, এখন পর্যন্ত দেখা গেছে কেবল তত্ত্বাবধায়ক সরকারের অধীনে অনুষ্ঠিত নির্বাচনেই সরকার পরিবর্তন হয়েছে।

তত্ত্বাবধায়ক সরকারের সাবেক উপদেষ্টা হাফিজ উদ্দিন খান বলেন, ব্যবসায়ীরা সংসদে বেশি আসার কারণ মনোনয়ন বাণিজ্য। তিনি বলেন, সংসদে ওয়াকআউট থাকবে। তবে বয়কট বন্ধ হওয়া উচিত। স্পিকারকেও নির্দলীয় হতে হবে।

এমএম আকাশ বলেন, একজন এমপি নির্বাচিত হওয়ার পরপরই তার প্রথম কাজ হয় কিভাবে পরেরবারও জয়ী হওয়া যায় সেজন্য কাজ করা। এজন্য সেই এমপি তিনটি কাজ করেন-পরবর্তি নির্বাচনের জন্য টাকা রোজগার, যিনি মনোনয়ন দিয়েছেন তার গুডবুকে থাকা এবং এলাকার ভোট ব্যাংকগুলোকে ঠিক রাখা।

সাবেক পররাষ্ট্র প্রতিমন্ত্রী আবুল হাসান চৌধুরী বলেন, এমপিদের কাছে এলাকার লোকজনের বহুমাত্রিক প্রত্যাশা। স্কুল-কলেজ প্রতিষ্ঠা, চাকরি ও বদলির সুপারিশ, হাসপাতালে ভর্তি, বিদেশে যাওয়াসহ সব কাজেই মানুষ এমপিদের দ্বারস্থ হয়।

আওয়ামী লীগ দলীয় সংসদ সদস্য অধ্যাপক আলী আশরাফ বলেন, সুশীল সমাজ সবসময়ই অসাংবিধানিক সরকারকে খুব বাহবা দেয়। এটা গণতন্ত্রের জন্য শুভ লক্ষণ নয়। সংরক্ষিত নারী আসনের এমপি এডভোকেট তারানা হালিম বলেন, এমপি হিসেবে সংসদের ভেতর-বাইরে স্বাধীনতা সীমিত।

স্বতন্ত্র এমপি ইঞ্জিনিয়ার ফজলুল আজিম বলেন, স্পিকার সংসদের অভিভাবক হলেও তাকে সিদ্ধান্ত নিতে হয় সংসদ নেতার মুখের দিকে তাকিয়ে। তার মতে, নির্বাচনের মাধ্যমে শুধু ব্যবসায়ী কেন, যে কারোই সংসদে আসার ক্ষেত্রে ক্ষতির কিছু নেই।

স্থানীয় সরকার বিশেষজ্ঞ ড. তোফায়েল আহমেদ বলেন, ডিম আগে না মুরগি আগে- এই বিতর্কে না গিয়ে স্থানীয় সরকারের প্রতিনিধিদের ও এমপিদের দায়িত্ব নির্দিষ্ট করে দেয়া হলে সংঘর্ষ হবে না।

We fabricated drug charges against innocent people to meet arrest quotas, former detective testifies

Anderson, testifying under a cooperation agreement with prosecutors, was busted for planting cocaine, a practice known as "flaking," on four men in a Queens bar in 2008 to help out fellow cop Henry Tavarez, whose buy-and-bust activity had been low.

"Tavarez was ... was worried about getting sent back [to patrol] and, you know, the supervisors getting on his case," he recounted at the corruption trial of Brooklyn South narcotics Detective Jason Arbeeny.

"I had decided to give him [Tavarez] the drugs to help him out so that he could say he had a buy," Anderson testified last week in Brooklyn Supreme Court.

He made clear he wasn't about to pass off the two legit arrests he had made in the bar to Tavarez.

"As a detective, you still have a number to reach while you are in the narcotics division," he said.

NYPD officials did not respond to a request for comment.

Anderson worked in the Queens and Brooklyn South narcotics squads and was called to the stand at Arbeeny's bench trial to show the illegal conduct wasn't limited to a single squad.

"Did you observe with some frequency this ... practice which is taking someone who was seemingly not guilty of a crime and laying the drugs on them?" Justice Gustin Reichbach asked Anderson.

"Yes, multiple times," he replied.

The judge pressed Anderson on whether he ever gave a thought to the damage he was inflicting on the innocent.

"It was something I was seeing a lot of, whether it was from supervisors or undercovers and even investigators," he said.

"It's almost like you have no emotion with it, that they attach the bodies to it, they're going to be out of jail tomorrow anyway; nothing is going to happen to them anyway."

The city paid $300,000 to settle a false arrest suit by Jose Colon and his brother Maximo, who were falsely arrested by Anderson and Tavarez. A surveillance tape inside the bar showed they had been framed.

A federal judge presiding over the suit said the NYPD's plagued by "widespread falsification" by arresting officers.

Raj Rajaratnam jailed for 11 years for insider trading


A former hedge-fund manager has been sentenced to 11 years in jail in New York for one of the biggest insider trading cases in American history.

Raj Rajaratnam, 54, was also fined $10m (£6.4m).

The Galleon Group founder made well over $50m from illegal trades, said the judge at the Manhattan federal court.

Sri Lankan-born Rajaratnam was convicted of 14 counts of securities fraud and conspiracy charges in May after a two-month trial.

The judge denied Rajaratnam bail and he must report to prison on 28 November.
Business culture 'virus'

The prosecution had requested he be handed nearly 20 years in prison, but the defence asked for nine years at most.

District Judge Richard Holwell disclosed that Rajaratnam has advanced diabetes and needs a kidney transplant, and that this had been taken into consideration in the sentencing.

He said Rajaratnam's "crimes and the scope of his crimes reflect a virus in our business culture that needs to be eradicated".

But the judge also praised Rajaratnam's philanthropy for victims of the earthquake in Pakistan and the 9/11 attacks.

The BBC's Michelle Fleury, who was in court, says Rajaratnam was expressionless as he learned his fate.

He stood still and said little during the hearing, for which extra chairs had to be provided to seat all the spectators.

Rajaratnam's family did not attend the sentencing. His lawyers say the defendant has tried to protect his loved ones from the intense media scrutiny the trial has generated.
More than two dozen people have been jailed in the case, with sentences ranging from a few months to 10 years.

In their pre-sentencing arguments, prosecutors said Rajaratnam "remains defiant that he never committed insider trading and, incredibly, he maintains that the line between legal and illegal conduct was not always clear to him".

The prosecution said Rajaratnam made up to $75m in profits from illegal trades.

But the defence said he made a much lower sum - about $7m - when trades by his Galleon Group of hedge funds were discounted.

Before the sentencing, the prosecution urged the judge to revoke Rajaratnam's $100m bail.

He has been under house arrest, wearing an electronic tag in his Manhattan residence.

Among those also convicted in the Galleon case was Bear Stearns hedge-fund trader Danielle Chiesi, a former beauty queen.

Prosecutors said the 45-year-old, sentenced to two-and-a-half years in jail in July, used her feminine charms to elicit illegal information from male executives.

Change in Myanmar Censor starts talking sense


News of an amnesty for thousands of Myanmar’s prisoners has just come through. Of the more than 6,000 who are to be released, it is unclear at this hour how many are political prisoners. We will file a second post about the prisoner-release tomorrow.

BUREAUCRATS rarely suggest their own voluntary-redundancy programmes, but that is exactly what Myanmar’s chief censor did on October 8th. In an interview with Radio Free Asia, Tint Swe, the director of the country’s Orwellian-sounding “Press Scrutiny and Registration Department”, said that after more than 40 years of operations his office should be wound up—that censorship in Myanmar should now cease. “Press censorship is non-existent in most other countries as well as among our neighbours and as it is not in harmony with democratic practices, press censorship should be abolished in the near future,” he said.

It was another surprising announcement from a Burmese government that lately has seemed to specialise in them. The week before came the extraordinary news that work on a controversial China-backed dam project on the Irrawaddy was to be suspended forthwith. Even the Chinese hadn’t been told in advance about that one.

It is unclear whether Tint Swe was just firing from the hip or making a solemn policy pronouncement with the full blessing of the president and his government; probably the latter, as Burmese officials rarely say anything, let alone shoot their mouths off. It is a sensible proposition in either case. It comes after months of a gradual easing of censorship rules. Journalists and writers in Yangon report that they have been increasingly free to criticise government policies since March. Even the de-facto leader of the opposition, Aung San Suu Kyi, has been allowed to publish an article in a newspaper. Indeed, Tint Swe added that “there are no restrictions now on coverage for Aung San Suu Kyi’s activities and more freedom is expected in the near future as the country undergoes democratic change”.

Of course, much of this must be taken with large pinches of salt—some journalists are still locked up and the Committee to Protect Journalists said only last month that Myanmar’s media remains among the world’s most restricted. Tint Swe himself warned that newspapers sill had to accept the “responsibilities” that come with these new freedoms.

Nonetheless, it is another straw in the wind of Myanmar’s democratic opening. Intriguingly, even if the government stops short of allowing full press freedom, Myanmar could still find itself ahead of some of those other neighbouring countries that Tint Swe naively thinks have no press censorship (but then Burmese officials don’t get out much). Thailand has aggressive lèse-majesté laws that effectively prevent any discussion of the country’s most important institution. Only this summer the Malaysian government resorted to the arcane policy of inking out bits of an Economist article (which was critical of its handling of an opposition rally) before distributing the paper in the country. The Malaysian prime minister has since ordered a review of the country’s censorship laws. So—Myanmar to the vanguard of press freedom in Asia? There’s an interesting thought…

Two days after Tint Swe’s interview came a striking endorsement of the changes happening in Myanmar from one of America’s top diplomats, Kurt Cambell, the assistant secretary of state for East Asian and Pacific affairs. He noted the “dramatic developments under way” in Myanmar, including the “consequential dialogue” between the new semi-civilian government and Ms Suu Kyi. Those are some of the strongest words yet from a Western official about the hopes for real change in Myanmar.

While the prisoner amnesty just announced may or may not fully satisfy the government's critics, so long as it includes a good number of the country's genuinely political prisoners, the onus will fall on America and the EU to reciprocate in some way.

Key Russian social network adds facial recognition to photos


Odnoklassniki, is the second largest social network in Russia, behind Vkontakte, and is part of the recently floated Mail.Ru Group. Facebook’s market share in Russia has never passed 5%, according to ComScore (or 5 million people a month). Odnoklassniki has 25-26 million visitors a month. That gives some context to the news today that Odnoklassniki today launches a new face detection feature powered by Israeli-based startup face.com, which already provides its technology to Facebook.

The two new features are: face detection and facial recognition. Face detection makes it possible to automatically determine the number of people in a photo and provide users with a an easier tool for tagging.

Facial recognition comes after the platform has been taught to recognise lots of faces via tags (clearly), eventually reducing tagging to a simple «yes» or «no» question.

Despite this move, Odnoklassniki says they are “seriously considering their users privacy.” Let’s hope so. It says private photo albums will remain un-trawled by Face.com’s app, and users will also be able to prevent the system from tagging them by changing their personal settings.

Odnoklassniki expects a billion photos to be added by users by the end of this year.

AL 'supports' Shamim Osman


Three organising secretaries of Awami League claimed Thursday evening that the party had backed Shamim Osman for Narayanganj mayor as he battled to win support over Selina Hayat Ivy from party stalwarts.

However, acting general secretary of the party Mahbub-ul-Alam Hanif said he had no knowledge of any party decision on the matter. "I have no clue about it," he told bdnews24.com.

"Ask them," Hanif said Thursday night, declining to go any further.

The trio — Khalid Mahmud Chowdhury, Ahmed Hossain and Abu Sayeed Al Mahmud Swapan — spent two hours at the campaign office of the long-time party faithful Shamim in a dramatic show of support.

Ivy, the other major mayoral contender alongside BNP's Toimur Alam Khandker, is also a ruling party member and daughter of one of the party founders—Ali Ahmed Chunka.

Khalid Mahmud Chowdhury was categorical, however. "We have shown our support to Shamim Osman," he told as he was driving back to Dhaka after a visit to Narayanganj.

Top AL leaders including prime minister Sheikh Hasina have met and tried, unsuccessfully, to pursuade both Shamim and Ivy to end their rivalry. But the party had not made its official position known even till the last hours of nomination withdrawal on Wednesday.

"I am sure you have realised now why we are here," Ahmed Hossain told Shamim supporters at the camp. "I am sure you have got all your answers now."

"This is the launch of the campaign for Shamim Osman. There's no reason for you to get confused," he said.

"The three of us – organising secretaries of the party – are here together. This proves who gets the party support," said Abu Sayeed Al Mahmud Swapan.

Ivy said the public show of support for Shamim by the three Awami League organising secretaries in the mayor race should not be construed as party's backing.

"In no way can it be seen as his winning the support of the party. It's only support by Shamim Osman's friends. Any of his friends can support him, but that has got nothing to do with the party as a whole," she said.

BizPad: Panasonic Announces Android Tablets Targeted At Businesses


Panasonic Japan has announced [JP] two Android tablets for the domestic market yesterday, the so-called BizPad JT-580VT (with a 7-inch LCD screen) and the JT-581VT (with a 10.1-inch LCD). Both devices run on Android 3.2 and are specifically targeted at businesses (hence the name).

What the tablets also have in common is that they are shock-, dust-, and water-proof. For example, Panasonic says the big model can absorb drops from a height of 80cm, while the smaller one can even handle 120cm.

Both devices also have an NFC reader, a replaceable battery, Bluetooth 2.1+EDR, a USB port, GPS, a microSD slot, a ARM Cortex-A9 dual-core CPU, 1GB memory, 16GB flash, and infrared.

IMF says China has scope to respond to global risks


China has the scope to respond if global economic risks materialize, and the country's response could partially but not entirely offset the impact of a global crisis, the International Monetary Fund's Asia and Pacific director said on Thursday.

Anoop Singh, director of the IMF's Asia and Pacific department, added that the yen's current level did not pose an immediate risk to Japan's economic recovery and that recent data reinforced the Bank of Japan's view that the economic recovery was taking hold.

Worries have mounted in Japan that yen strength would damage the country's export-reliant economy.

Singh was speaking at a briefing on the IMF's regional economic outlook report for the Asia-Pacific region, which warned that an escalating European debt crisis and U.S. slowdown could bring severe spillover effects into Asia.

The local tourism agency has announced plans to give away 10,000 return tickets in an effort to boost the number of foreign visitors. Japan's tourism industry has been badly hit by the strong yen and, particularly, the reaction to the nuclear disaster at Fukushima in March. In the three months after the disaster the number of visitors dropped to half what they were in the same period in 2010.

"We are hoping to get highly influential blogger-types, and others who can spread the word that Japan is a safe place to visit,” said Kazuyoshi Sato of the tourism board, which intends to spend some 10% of its annual budget on the promotion. It will not find out till March 2012, though, whether the plan has been approved, and will only start taking applications in April. But this early naming of the proposal delivers a nice dollop of PR.

Anti-immigrant rhetoric is everywhere these days, but Alabama's harsh new immigration law made me fall off my chair.

Last week, even the federal government told Alabama it had gone too far with its draconian immigration law -- considered the toughest in the country -- by asking an appeals court to block the legislation. But more and more states are headed down the path of Alabama and Arizona, trying to make discrimination the law and essentially turning immigrants and their families into criminals by default.

These laws toy tragically with real families and human lives. The bright futures of children and young people are at stake: 2.1 million minors in the US who arrived here as children, have grown up here, and consider the US home face deportation if states like Alabama or Arizona had their way.

Some people just don't care. But I think you do.

This Oct. 24 through Nov. 6, join together with other Amnesty activists to visit your Senators and Representatives, asking them to support the DREAM Act.

Young immigrants like Luisa Argueta -- a "DREAMer" -- are counting on you. A college freshman, Luisa has lived in California since she was four months old, when her mother fled persecution in Guatemala and came to the US. Recently the family's asylum application was rejected, and now Luisa and her mother face deportation back to Guatemala -- a country that Luisa has never known.

Luisa is just one of many DREAMers out there -- young people for whom the US has been their only home. The DREAM Act is not an "open door" policy -- it focuses specifically on providing DREAMers like Luisa conditional legal status, and an opportunity to permanently legalize their status in the US if they prove to have good moral character and complete two years of higher education or uniformed service, among other criteria.

Immigrants in this country are facing an increasingly hostile environment. But the DREAM Act is an important step towards safeguarding their human rights -- and basic human decency.

Too long have we allowed the degradation of this industry into a form that almost rewards those who are flaky, late, strung out, or just all around unprofessional. Let’s all begin the long process to bring back some decency here folks, or seriously, we’re not going to have an industry to work in.You’re thinking there’s no way right?

Well if you’re that big of a pessimist to think nothing will ever change, please stop reading now. No one said it was going to be easy, EVERY single day I hear horror stories of girls showing flaking, either with a lame excuse, or sometimes no excuse at all, they just don’t show. And when they do, well, you all have heard the stories too, the talent will be strung out, or uninterested in working, or maybe just, and it’s sad that this is on the lower end of the spectrum, just not as good looking as in pictures. So what do we do about it? Well we band together and stop this Middle/High School popularity contest we have, and begin sharing work and information. I know if you’re Girl A and you go out the night before with Girl B, you all have a good time, get hammered, maybe even a little recreational drug use, that’s fine, but girls, that’s PERSONAL. The next day a director asks you who you want to work with, I know you like that girl and all, but she is more than likely NOT the best fit to WORK with. Yes, there’s a difference in WORK and PLAY. So you tell the director you want to work with Girl B, and guess what, your shoot day comes and she doesn’t show up, guess what, you don’t work either, kind of hard to do a girl/girl shoot with just one girl. But let’s say she does show up, well, she got wasted the night before and now she looks like shit, and if she looks like shit, guess how your girl/girl scene is gonna look? So yeah, you’re friends with her and you got her work, but at what cost? That scene will be out there forever, and it’s not going to look any better as time passes. I know as much as I like, PERSONALLY, any girl out here, I am NOT going to recommend her for a scene that will make me look bad! PERIOD! No exceptions.

This is just the first step in a long marathon we must all run, and it won’t be easy, bucking the trend never is, but if we change the industry together, even if it takes 20 years, that’ll be more to show than any number of scenes or awards you can obtain. I know personally, I would rather leave a legacy than a mantle full of any awards.

The next step is unclear, but a couple weeks ago, I tried to get others who do believe we can change the industry together, and vowed to form a professional association (which some have likened to a sorority or fraternity within porn). With this association, we can all share our thoughts and ideas on just how to make this difference. Many great ideas have already been thrown out, and I’m in the process right now of instituting some of them. The first great idea was a review system that includes a mediation board. The days of spewing unfounded rumors on twitter should be behind us, I mean come on people, our FANS are on twitter, that should be a place to interact with fans, and share POSITIVE thoughts, no air everyone’s dirty laundry. Let’s create a new place where if Talent A has a PROFESSIONAL problem with Talent B, they can bring that to the attention of the board, and FACTS can be gathered. Not this current situation where if Talent A has a PERSONAL problem with Talent B, they start bad mouthing them with terms like trashy, skanky, etc. These are all words which describe a personal problem you have with someone which should have no bearing on the workplace, I know you may not like some other girl cause you think she “looked at your man the wrong way”, but honey you still need to work with her, don’t let the popularity contest continue by saying, “well I’m more popular, so I’m going to tell the director either she leaves or I do, and I know he’ll make her leave because I’m more popular”, not, why do we allow that as a community to happen?

To conclude on a topic I could talk about for days, this is just the beginning. This is also the best time to join the association, your ideas and thoughts WILL be heard and you have a real chance at making a difference. চলচ্চিত্র অভিনেতা মনোয়ার হোসেন ডিপজলের উপর সন্ত্রাসী হামলার অভিযোগ পাওয়া গেছে। অবশ্য পুলিশের ধারণা, অস্ত্রের লাইসেন্স বাতিল ঠেকাতে তিনি এ কাজ করে থাকতে পারেন।

ডিপজল জানিয়েছেন, সন্ত্রাসীরা তাকে লক্ষ্য করে গুলি করে। এ সময় তিনিও সন্ত্রাসীদের লক্ষ্য করে গুলি ছোড়েন।

এ বিষয়ে পল্টন থানার ওসি শহিদুল হক দুপুর সাড়ে ১২টার দিকে বিজয়নগর সড়কে ডিপজলের গাড়ি এসে পৌঁছালে কয়েকজন সন্ত্রাসী 'সমিতিতে কি হয়েছে' বলে তাকে হুমকি দেয়। পরে আশেপাশের লোকজন জড়ো হলে সন্ত্রাসীরা ডিপজলকে লক্ষ্য করে কয়েকরাউন্ড গুলি করে। এ সময় ডিপজলও তার অস্ত্র দিয়ে গুলি ছোড়েন। তবে এতে কেউ হতাহত হয়নি।

অবশ্য হামলাকারীদের চিনেন না বলে দাবি করেছেন ডিপজল।

এদিকে গত বছর নভেম্বর মাসে গাবতলীতে এক পুলিশ সদস্যকে মারধর এবং অস্ত্র ঠেকিয়ে হত্যার হুমকির ঘটনায় ডিপজলের বিরুদ্ধে দারুস সালাম থানায় একটি মামলা হয়। দীর্ঘদিন পলাতক থাকার পর আদালতে আত্মসর্মপণ করে তিনি ওই মামলায় জামিন নেন। তদন্ত শেষে ওই মামলায় তাকে অভিযুক্ত করে অভিযোগপত্রও দেওয়া হয়। শুধু তাই নয়, পুলিশের সুপারিশে বাতিল করা হয় তার সব অস্ত্রের লাইসেন্স।

দারুস সালাম থানার ওসি আব্দুল মালেক বিডিনিউজ টোয়েন্টিফোর ডটকমকে বলেন, অস্ত্রের লাইসেন্স বাতিলের বিরুদ্ধে উচ্চ আদালতে ডিপজল আপিল করেছেন। তবে ওই আপিলের কোনো সিদ্ধান্ত হয়নি।

অস্ত্রের লাইসেন্সের বাতিল ঠেকাতে ডিপজল পরিকল্পিতভাবে তিনি এই ঘটনা ঘটিয়ে থাকতে পারেন- এমন ধারণা করছেন পল্টন থানার ওসি।

ধর্ম বিশ্বাস নিয়ে খালেদা জিয়ার প্রশ্নের জবাবে প্রধানমন্ত্রী শেখ হাসিনা বলেছেন, ফজরের নামাজ পড়েই তার দিন শুরু হয়। তবে বিরোধী দলীয় নেতার সকাল হয় দুপুর ১২টায়।

বিগত সংসদ নির্বাচনে 'পরাজয়ের জ্বালা' সইতে না পেরে আর বর্তমান সরকারের সময়ে 'উন্নয়নের জোয়ার' দেখে খালেদা জিয়া দেশে বিশৃঙ্খলা সৃষ্টি করছেন বলেও মন্তব্য করেন প্রধানমন্ত্রী।

বুধবার বিকালে নীলফামারী সরকারি হাইস্কুল মাঠে এক জনসভায় আওয়ামী লীগ সভানেত্রী বলেন, "বিরোধীদলীয় নেতা প্রশ্ন রেখেছেন আমি মুসলমান কি না? বিরোধীদলীয় নেতাকে আমি বলতে চাই, ফজরের নামাজ পড়ে আমি প্রতিদিনের কাজ শুরু করি। কিন্তু তার সকাল হয় দুপুর ১২টায়।"

মঙ্গলবার সিলেটে চারদলের জনসভায় খালেদা জিয়া প্রধানমন্ত্রীর ধর্ম বিশ্বাস নিয়ে প্রশ্ন তুলে বলেন, "দুর্গা পূজার অনুষ্ঠানে প্রধানমন্ত্রী শেখ হাসিনা বলেছেন, আমাদের মা দুর্গা গজে চড়ে এসেছে। তিনি পূজা অনুষ্ঠানে যে কথা বলেছেন, আমরা জানতে চাই- উনি আসলে কোন ধর্মে বিশ্বাসী?"

'টার্গেট করে' চার দলের নেতাদের 'ধরা হচ্ছে' দাবি করে মানবতাবিরোধী অপরাধের বিচারেরও সমালোচনা করে খালেদা জিয়া।

এ বিষয়টি উল্লেখ করে শেখ হাসিনা বলেন, বিএনপি মানবতাবিরোধী খুনীদের বাঁচাতে চক্রান্ত শুরু করেছে।

বিগত চারদলীয় জোট সরকার দেশকে সন্ত্রাস ও দুর্নীতির স্বর্গরাজ্যে পরিণত করেছিল বলেও অভিযোগ করেন শেখ হাসিনা।

তিনি বলেন, "তার (খালেদা) সোনার ছেলেরা দেশের টাকা লুট করে বিদেশে পাচার করেছে। দুর্নীতির টাকা ফেরত দেওয়া না হলে তাদের বিরুদ্ধে মামলা করা হবে। যারা গরীব ও এতিমের টাকা মেরে খাবে তাদের বিচার এদেশের মাটিতেই হবে।"

মুদ্রা পাচারের অভিযোগে একটি মামলায় খালেদা জিয়ার ছোট ছেলে আরাফাত রহমান কোকোকে কারাদণ্ড দিয়েছে ঢাাকর একটি আদালত। একই অভিযোগে মামলা রয়েছে খালেদার বড় ছেলে তারেক রহমানের বিরুদ্ধেও।

জেলা আওয়ামী লীগ আয়োজিত এ জনসভায় দুপুর ১২টা থেকে দলে দলে লোক জমায়েত হতে থাকে। এক পর্যায়ে জনসমুদ্রে পরিণত হয় পুরো এলাকা। বিকাল পৌনে ৪টায় শেখ হাসিনা মঞ্চে উঠলে লাখো জনতা তাকে স্বাগত জানায়।

নীলফামারীর উত্তরা ইপিজেডের সঙ্গে সরাসরি রেল যোগাযোগ স্থাপন, নীলফামারী সরকারি মহিলা কলেজে অর্নাস ও সরকারি কলেজে মাস্টার্স কোর্স চালু, যুব প্রশিক্ষণ কেন্দ্র স্থাপনসহ বেশকিছু প্রতিশ্র"তি দেন তিনি।

জেলা আওয়ামী লীগ সভাপতি ও নীলফামারী পৌর মেয়র দেওয়ান কামাল আহমেদের সভাপতিত্বে জনসভায় অন্যান্যের মধ্যে বক্তব্য দেন জাতীয় পার্টি চেয়ারম্যান হুসেইন মুহাম্মদ এরশাদ, আওয়ামী লীগ প্রেসিডিয়াম সদস্য সতীশ চন্দ্র রায়, যুগ্ম সাধারণ সম্পাদক মাহবুবুল আলম হানিফ প্রমুখ।

এর আগে সকাল সাড়ে ৯টায় বাংলাদেশ বিমানের একটি বিশেষ বিমানে সৈয়দপুর বিমানবন্দরে এসে পৌঁছান প্রধামন্ত্রী। সেখান থেকে সড়ক পথে সৈয়দপুর সেনানিবাসে এক অনুষ্ঠানে অংশ নেন তিনি। এ সময় তিনি সশস্ত্র বাহিনী আধুনিকায়নে বিভিন্ন পদক্ষেপ নেওয়ার কথা তুলে ধরেন।

Tehran-Moscow cooperation will increase regional security: Iran


TEHRAN – Iranian Foreign Ministry spokesman Ramin Mehmanparast has said that closer cooperation between the Islamic Republic and the Russian Federation will help strengthen security in the region.

“Iran and Russia are regional powers which undoubtedly can facilitate the establishment of regional peace and stability through cooperation,” Mehmanparast told reporters at a press conference in Moscow on Tuesday.

He also called Tehran-Moscow ties friendly and said media outlets can also help promote bilateral relations through providing correct information.

The spokesman went on to say that the current world situation is precarious and the regional developments are of volatile nature.

Mehmanparast also appreciated the Russia’s stance toward the Syrian crisis and said the move reflected the opinion of most people in Russia.

On October 4, Russia and China vetoed a Western-backed United Nations Security Council resolution threatening military action and sanctions against Syria.

Elsewhere in his remarks, the Iranian diplomat described the recent uprisings in the Arab world as the wave of Islamic awakening and said regional nations are trying to be emancipated from dictatorial regimes.

According to Press TV, on a question about Iran's lawsuit against Russia for its refusal to deliver S-300 missile systems to Tehran, Mehmanparast said it was a commercial and technical contract.

Under an $800-million contract signed in 2007, Russia was required to provide Iran with at least five S-300 air defense systems.

Mehmanparast arrived in Moscow on Sunday at the head of a press delegation to explore ways to promote cooperation between the two countries' media outlets.

U.S. Accuses Iranians of Plotting to Kill Saudi Envoy

Federal authorities foiled a plot by men linked to the Iranian government to kill the Saudi ambassador to the United States and to bomb the embassy of Saudi Arabia in Washington, Attorney General Eric H. Holder Jr. said in a news conference on Tuesday.



Mr. Holder said the plot began with a meeting in Mexico in May, “the first of a series that would result in an international conspiracy by elements of the Iranian government” to pay $1.5 million to murder the ambassador on United States soil.

The men accused of plotting the attacks were Manssor Arbabsiar and Gholam Shakuri, according to court documents filed in federal court in the Southern District of New York. The Justice Department said the men were originally from Iran. There is “no basis to believe that any other co-conspirators are present in the U.S.,” Mr. Holder said.

He said the men were connected to the secretive Quds Force, a division of Iran’s elite Islamic Revolutionary Guards Corps that has carried out operations in other countries. He said that money in support of the plot had been transferred through a bank in New York, but that the men had not yet obtained any explosives.

The Justice Department said in a statement that Mr. Shakuri, a member of the Quds force, remained at large. Mr. Arbabsiar, a naturalized American citizen, was arrested on Sept. 29.

“In addition to holding these individual conspirators accountable for their alleged role in this plot, the United States is committed to holding Iran accountable for its actions,” Mr. Holder said.

A senior administration official said the Treasury Department planned to announce new sanctions against the Islamic Revolutionary Guard Corps, which is already heavily sanctioned for its role in overseeing Iran’s nuclear program. The sanctions will single out five senior officials of the Guards Corps and the Quds force, the official said.

Iran reacted immediately to the news, calling the accusations a fabrication. Details offered by the Justice Department painted a picture of a dizzying international plot involving Mexican drug cartels, murder for hire and huge sums of money being transferred from unknown locations.

The department said in its criminal complaint filed on Tuesday that from the spring of this year, Mr. Arbabsiar conspired with Mr. Shakuri to plot the assassination of the Saudi ambassador to the United States, Adel al-Jubeir. According to the complaint, conspirators based in Iran were aware of and approved the plan, which involved hiring men connected to a Mexican drug cartel to carry out the killing.

The complaint alleges that those hired by the two men were in fact confidential sources of the Drug Enforcement Agency. They were later asked if they were knowledgeable in bomb-making, the complaint said, Mr. Arbabsiar “was interested in, among other things, attacking an embassy of Saudi Arabia.”

For the entire operation, the government’s confidential sources were monitored and guided by federal law enforcement agents, Preet Bharara, the United States Attorney for the Southern District, said in the news conference. “So no explosives were actually ever placed anywhere,” he said, “and no one was actually in ever in any danger.”

According the complaint, Mr. Arbabsiar attempted to reassure the two federal informants that they would be paid if they carried out the assassination: “This is politics,” he told them, saying that the money was not coming from an individual but from a government. “It’s not like, eh, personal ... this is politics.”

Elsewhere in the complaint, Mr. Arbabsiar told them that the assassination was the most important element of the plot and should be carried out even if there would be a large number of casualties: “They want that guy done, if the hundred go with him.”

After his arrest, law enforcement officials in early October had Mr. Arbabsiar make phone calls to Mr. Shakuri in Iran that were monitored. It was during those calls, the complaint alleges, that Mr. Shakuri urged Mr. Arbabsiar to carry out the plan as a quickly as possible.

The complaint accuses the men of conspiracy to murder a foreign official; conspiracy to engage in foreign travel and use interstate and foreign commerce facilities in the commission of murder-for-hire; conspiracy to use a weapon of mass destruction. specifically explosives; and conspiracy to commit an act of international terrorism.

ABC News, citing an unnamed official, reported that the plot also included plans to bomb the Israeli Embassy in Washington, as well as those belonging to Saudi Arabia and Israel in Buenos Aires, Argentina.

Mr. Holder said the Mexican government had been instrumental in the investigation.

A spokesman for the National Security Council said that the plot had first been brought to President Obama’s attention earlier this year.

“The President was first briefed on this issue in June and directed his Administration to provide all necessary support to this investigation,” he said in a statement. “The disruption of this plot is a significant achievement by our intelligence and law enforcement agencies, and the president is enormously grateful for their exceptional work in this instance and countless others.”

At the White House, President Obama’s senior national security aides held a two-and-a-half hour meeting on Tuesday morning to discuss how the United States should respond to the planned attacks. Mr. Obama thanked the F.B.I. and other law enforcement authorities for their work in disrupting the plot.

“We’re going to work with allies and partners to send Iran a message: we don’t tolerate the targeting of foreign diplomats on our soil,” said a senior administration official, who spoke on condition of anonymity.

A major variable in the response, officials said, is how Saudi Arabia might react. The White House national security advisor, Thomas E. Donilon, informed King Abdullah of the plot two weeks ago, in a three-hour meeting held in Saudi Arabia.

On Tuesday, Abdullah Alshamri, a Saudi official in Riyadh, predicted the disclosure would send Iranian-Saudi relations to “their lowest point yet.” Though no government steps had been taken, he suggested that a diplomatic row was inevitable.

“We’re expecting from our government a serious and tough reaction to give a message to the Iranians that enough is enough,” he said by telephone. “If we keep our diplomatic ties with the Iranians, they will think we are weak and they will keep trying to attack us.”

He said this was only the latest Iranian attempt to attack Saudi diplomats.

“This is their hobby,” he said. “Iran has no respect for international law.”

Saudi Ambassador Condole Families


Envoy of Kingdom of Saudi Arabia (KSA), Abdullah N.A. Al Bussairy, condoled families of the eight Bangladeshis executed in Riyadh this Friday.



"We acted for the implementation of Sharia law of Allah SWT. We had nothing to do but to uphold the sanctions of the Almighty," he told the newsmen in a press meet at his Gulshan residence Monday afternoon.



Eight Bangladeshi migrant workers were beheaded as sentenced by a Saudi court upon murder charge. An Egyptian security guard was killed in a theft raid the executed conducted to steal electrical goods from a Riyadh warehouse 22 April, 2007.

Al Bussairy said a 'blood money' was under negotiation by the Bangladesh mission in Riyadh, to be paid to the family of the Egyptian victim, but the family in exchange of blood sought blood, not money.



Bussairy said the Bangladesh Ambassador in Riyadh held meeting with the Egyptian envoy to broker a clemency from the victim's family by paying blood money, but he failed.



Upon ongoing criticism of the beheadings, Bussairy said that the law of Allah gets precedence over what the human rights organisations say.



"Executed Bangladeshis could be freed only if the victim's family had pardoned them even just before the execution", he said.



About the allegation that the Saudi trial was not fully fair and transparent, he said the case had continued for last four years and the accused were given all legal support to defend them through lawyers and interpreters but they were found guilty.



The Saudi Ambassador said that even the accused Bangladeshis had admitted their guilt at the open court. Of the eleven accused, eight were beheaded while three others found not directly involved in the murder were given punishment of different terms.



"Saudi government is fully sympathetic to the families who suffered losses through its proceedings. But their loved ones were righteously treated with the same law which protect their working and residency rights in the country as respected migrant workers", he said.



Al Bussairy said that on the day of the execution of eight Bangladeshis, a Saudi national was also executed for killing an Afghan national. The Saudi government could not save its own national.



Asked if the execution would strain relations between Bangladesh and Saudi Arabia, he said Bangladesh-Saudi relations are deep rooted and such incident would in no way affect the ties.

‘No Return Before Toppling AL Regime’ Khaleda Zia declares similar programmes for Northern Bangladesh





Opposition leader at the house and BNP chairperson Begum Khaleda Zia, in a bid to begin movement to topple the Awami League regime, has reiterated that the upcoming participatory election has to be held under a caretaker government.



She said, the Bangladeshis with BNP have taken streets to protest the inefficient government’s gross inaction throughout their tenure, and they will leave streets only after the regime is toppled.



Begum Khaleda Zia spoke at the landmark party gathering in Sylhet on Tuesday, the other end of the massive road march comprising hundreds of thousands of party workers and supporters that was set off on Monday from Dhaka.



The gathering took place at the Alia Madrasa ground in Sylhet metropolitan city. Khaleda Zia’s speech began after the Asr prayers as the former PM got on the stage after visiting the holy tombs of Hazrat Shahjalal (R) and Hazrat Shahparan (R).





Caretaker government a must, so is AL regime’s end



Begum Zia again reiterated that the next election, if to be participatory, has to be held under a caretaker government.

“The next election indeed will be held under the caretaker government and Awami League will be forced by the public to join it unconditionally”, she said.



Earlier on Monday while speaking to a number of street gatherings on her way to Sylhet, she said that the Bangladeshis never believe the lame excuses of the government that caretaker government system is illegal.



“Moeenuddin and Fakhruddin’s government what Awami League uses as an excuse to abolish the concept, was not even a legal or a constitutional caretaker government. It was an illegal government”, she said.



She added, “The concept of caretaker government is still needed. People know that and they in fact have no interest in the papers signed by Awami League’s pet justices”.





Awami League means graft, nepotism and dirty politics



Begum Khaleda Zia put focus on the recently heightening political murders and opposition activists’ going missing from across the country.



She iterated, “The politics of murder and abduction heightens only when Awami League is in power.”



Criticizing government moves to battle the power crisis, Begum Zia said the government itself opened avenues for rampant grafts and nepotism.



“They included indemnity in their power generation policy, which is only meant to bar the law from questioning their rampant corruption in the sector”, she said.



“Why the share market always goes volatile and people lose money when Awami league is in power?”, she asked.



She urged the government sponsored businessmen to return the billions of money taken from small investors of the country’s stock markets.




Border guards menace



Khaleda Zia openly criticized the way the present Awami League government dealt the issues of the Indo-Bangladesh frontier and the border guards.



“What we are receiving through the frontier is drugs from India and what we are losing are the best products of our country”, she said.


About the massacre of Bangladesh Armed Forces officers in name of mutiny in February 2009, she said,
“The murderers of the armed forces officers will take place on this land of Bangladesh. No one is going to be spared.”



“The nation at every point witnessed what this government did to our armed forces, our border guards. We are becoming unprotected everyday”, Begum Zia said.





The much anticipated meeting began at around 3pm, occupying vast area around the Alia Madrasa ground near the tomb of Hazrat Shahjalal (R). Main roads in the radius of some 10 kilometers from the meeting spot remained apparently locked down since Tuesday noon.



Workers and supporters of the party reportedly had to walk the distance to reach where Begum Zia spoke to the crowd.



Begum Zia also declared the next major movement to head to the northern part of the country, as she said ‘BNP would advance with its movement to topple the treacherous Awami League government’.



Begum Zia is about to leave Sylhet for Dhaka Tuesday night.

Are lawyers social engineers or social parasites?


The Civil Rights Era was a period of great progress in American history led by lawyers, like Charles Hamilton Houston, who used their knowledge of the law to address the gross inequality and discrimination that plagued American society. Mr. Houston once said that “lawyers are either social engineers or parasites on their society,” and his use of such strong language was an expression of the urgent battle that was taking place for equality at the time. Pakistan’s minorities are experiencing a similar tumultuous period, and the lawyers of the nation include both social engineers and parasites. This is a fact one must remember before they make statements assessing the credibility or ideology of the “Lawyers” or “Judiciary” overall.

Before delving into this analogy, I suggest that a ‘parasite’ is not intended as a derogatory term for the conservative cadre of lawyers in discriminatory societies who wish to maintain the status quo. Nature has provided parasites in almost every ecosystem, and any damage done by the organism isn’t done with malice, but is merely a characteristic of the parasite. Namely, since the parasite feeds off the body it is attached to, political or otherwise, it weakens it from striving and evolving with the environment.

Parasites are especially dangerous for when a political body is undergoing stress, and it can be argued that Pakistan is certainly in such a position. When looked at the pattern discrimination against religious minorities, like Ahmedis and Shias, ethnic minorities like Balochis or Pashtuns, or women, it is clear that Pakistan’s political body is in a crisis state. Yet, while such crude injustice takes place violating the central precepts of equality protected by the constitution, there are those lawyers who use the law to continue these discriminatory practices.

In the last month, lawyers have created mob scenes and threatened the life of a judge, all due to the death verdict for Mumtaz Qadri, the self-confessed assassin of Salman Taseer. Governor Taseer was brutally slain because he had the courage to publicly state that a blasphemy law was being used to discriminate against religious minorities. His act of compassion was met with heinous violence, by a man who now receives support as a religious warrior from the parasitic lawyers of Pakistan’s society.

The US witnessed the same kind of cold-hearted behavior by lawyers who wished to continue a brutal system of discrimination against African-Americans. In the Southern states, leaders of the white community would terrorise or publicly hang innocent African Americans. There were lawyers who were ready to defend such hateful and racist acts in court based on their ideals of white superiority, just as lawyers in Pakistan are willing to defend a murder based on their own chauvinistic religious beliefs.

In Pakistan, the lawyers supporting Qadri are not denying that he committed the act, but that he was justified in doing so because the victim had “insulted the blasphemy law” by critiquing it. Such a faulty defense not only displays a lack of legal logic, but it attempts to silence any future debate on amending or appealing the blasphemy law. The lawyers are sending a clear message to the rest of society that anyone who speaks in favor of religious tolerance will face a bloody end and their killer should be rewarded, not punished. So, while Qadri may have killed one voice of dissent, his parasitic lawyers are attempting to murder all future voices of tolerance calling for improved rights for minorities.

Just Pakistan’s religious minorities have been treated as second-class citizens, African-Americans in the US suffered many injustices that were carried out by lawyer-parasites as well. When the US Supreme Court held in 1876 that African Americans were to live “separate but equal,” from whites, lawyers helped to write Jim Crow laws across the country. Some examples of Jim Crow laws were that African Americans could not be served food in the same room of a restaurant as Whites, they were required to use separate water fountains and bathrooms, and they could be banned from serving on a jury or voting. And just as there are supporters of the discriminatory standards placed on minorities in Pakistan’s courts, there were lawyers in America who championed this unjust hateful system of Jim Crow.

Therefore, if there were ever a time when Pakistan needed “social engineers” it would be now. And though there were an innumerable amount of parasitic lawyers who continued the injustices of racism in America, there was also a group who stood up and was able to alter the system completely.

Such hope exists in Pakistan through people like Asma Jahangir and Aitizaz Ahsan, who seem to understand the crisis state the nation’s minorities are in. Therefore, one must be careful in delineating what they mean when they claim support or distaste for the ‘lawyers movement’ or ‘judiciary,’ as it includes both social engineers and social parasites.
