Investigate torture and forced 'virginity testing' on Egyptian women
After army officers violently cleared Tahrir square of protesters on March 9, 2011, at least 18 women were rounded up in military detention. The protesters told Amnesty International that they were beaten, given electric shocks, subjected to strip searches while being photographed by male soldiers, then forced to submit to ‘virginity checks’ and threatened with prostitution charges.
We're demanding that Egyptian officials investigate the allegations and stop this shocking and degrading treatment of women protestors. Call on Secretary Clinton to use her influence to demand immediate action.

Amnesty International has today called on the Egyptian authorities to investigate serious allegations of torture, including forced â??virginity tests', inflicted by the army on women protesters arrested in Tahrir Square earlier this month.
After army officers violently cleared the square of protesters on 9 March, at least 18 women were held in military detention. Amnesty International has been told by women protesters that they were beaten, given electric shocks, subjected to strip searches while being photographed by male soldiers, then forced to submit to â??virginity checks' and threatened with prostitution charges.
â??Virginity tests' are a form of torture when they are forced or coerced.
"Forcing women to have â??virginity tests' is utterly unacceptable. Its purpose is to degrade women because they are women," said Amnesty International. "All members of the medical profession must refuse to take part in such so-called 'tests'."
20-year-old Salwa Hosseini told Amnesty International that after she was arrested and taken to a military prison in Heikstep, she was made, with the other women, to take off all her clothes to be searched by a female prison guard, in a room with two open doors and a window. During the strip search, Salwa Hosseini said male soldiers were looking into the room and taking pictures of the naked women.
The women were then subjected to â??virginity tests' in a different room by a man in a white coat. They were threatened that â??those not found to be virginsâ?? would be charged with prostitution.
According to information received by Amnesty International, one woman who said she was a virgin but whose test supposedly proved otherwise was beaten and given electric shocks.
â??Women and girls must be able to express their views on the future of Egypt and protest against the government without being detained, tortured, or subjected to profoundly degrading and discriminatory treatment,â?? said Amnesty International.
â??The army officers tried to further humiliate the women by allowing men to watch and photograph what was happening, with the implicit threat that the women could be at further risk of harm if the photographs were made public.â??
Journalist Rasha Azeb was also detained in Tahrir Square and told Amnesty International that she was handcuffed, beaten and insulted.
Following their arrest, the 18 women were initially taken to a Cairo Museum annex where they were reportedly handcuffed, beaten with sticks and hoses, given electric shocks in the chest and legs, and called â??prostitutesâ??.
Rasha Azeb could see and hear the other detained women being tortured by being given electric shocks throughout their detention at the museum. She was released several hours later with four other men who were also journalists, but 17 other women were transferred to the military prison in Heikstep
Testimonies of other women detained at the same time collected by the El Nadeem Center for Rehabilitation of Victims of Violence are consistent with Rasha Azeb and Salwa Hosseini's accounts of beatings, electrocution and â??virginity tests'.
â??The Egyptian authorities must halt the shocking and degrading treatment of women protesters. Women fully participated in bringing change in Egypt and should not be punished for their activism,â?? said Amnesty International.
â??All security and army forces must be clearly instructed that torture and other ill-treatment, including forced â??virginity tests', will no longer be tolerated, and will be fully investigated. Those found responsible for such acts must be brought to justice and the courageous women who denounced such abuses be protected from reprisals.â??
All 17 women detained in the military prison were brought before a military court on 11 March and released on 13 March. Several received one-year suspended prison sentences.
Salwa Hosseini was convicted of disorderly conduct, destroying private and public property, obstructing traffic and carrying weapons.
Amnesty International opposes the trial of civilians before military courts in Egypt, which have a track record of unfair trials and where the right to appeal is severely restricted.

Creative International Cooperation Can Help Developing Countries Recover Stolen Assets
Vienna, December 16, 2010 — Developing countries lose between $20 billion and $40 billion each year to bribery, embezzlement, and other corrupt practices. Over the past 15 years only $5 billion has been recovered and returned. A new handbook seeks to help close this gap.
The Asset Recovery Handbook, released today by the Stolen Asset Recovery (StAR) Initiative of the World Bank Group and the United Nations Office on Drugs and Crime, provides practitioners with a how-to guide for recovering stolen assets. The process is complex, requiring coordination between many public agencies in multiple jurisdictions. Practitioners must exchange sensitive information with partners in other countries to trace stolen funds and gather evidence. They must be familiar with a wide range of legal tools and procedures for freezing, seizing, and repatriating stolen funds. And they must be able to navigate the legal systems of their own country and of partner countries.
“The process can be overwhelming for even the most experienced practitioners. It is exceptionally difficult for those working in the context of failed states, widespread corruption, or limited resources,” said Jean Pierre Brun, World Bank Senior Financial Sector Specialist and lead author of the handbook. “A practical guide can help these states navigate the process, anticipate challenges, and determine and implement effective strategies.”
The handbook, prepared by an international team of experts, draws on the experience of a wide range of countries and legal traditions. Designed as a quick reference, it describes approaches to recovering proceeds of corruption located in foreign jurisdictions, identifies the difficulties that practitioners are likely to encounter, suggests strategic and tactical options to address the challenges, and introduces good practices. It also provides reference tools, case studies, and practical resources such as sample intelligence reports, applications for court orders, and mutual legal assistance requests.
“In these tough economic times, and with corruption such a drain on development, it is vital for countries to have the resources they need to battle this scourge. The handbook could also be helpful to those making policy decisions about legislation and management of resources devoted to fighting corruption,” said Ngozi Okonjo-Iweala, Managing Director of the World Bank. “The World Bank Group and UNODC will use it to provide technical assistance and promote capacity building in countries interested in the StAR Initiative,” she added.

As groups with a strong interest in gender, social justice and the World Bank, Washington DC-based Gender Action and London-based Bretton Woods Project are co-hosting a discussion forum to inform global civil society about the gender WDR and coordinate responses.

"This report was envisioned to bring to focus the gendered impacts of mining in India. Currently within India there exists very little information in a comprehensive manner on the issues and impacts of mining on women, with the sector continuing to be perceived as one dominated by men. But this is far from the truth. The report is thus an attempt at addressing this lacuna by conducting a study to collect empirical evidence on the issues faced by the different groups of women in mining-indigenous/tribal/adivasi women, women mine workers and women from communities affected by mining or living near existing and abandoned mine sites.

CREA’s Sexuality, Gender and Rights Institute is an annual, week-long, residential course - begun in 2007 - that focuses on a conceptual study of sexuality. It examines the links between sexuality, rights, gender, and health and their interface with socio-cultural and legal issues. Participants critically analyze policy, research and program interventions using a rights-based approach. The Sexuality, Gender and Rights Institute will be held in Istanbul, Turkey during June 18-26, 2011. Deadline for applications: February 15, 2011.

Understanding the process and material effects of being ‘othered’, the containment within a patriarchal system of discourse and the lack of cultural representations of lesbian/queer mothers are some of the issues explored and problematized in this polyphonic text. By addressing the socially and discursively articulated norms which govern what form families must take in a culture of compulsory heterosexuality, this anthology will also consider more fundamental and political questions of identity and performance; such as who is viable and counts as intelligible in Western patriarchal society. Research on the international diffusion of women's rights norms has frequently stressed the contribution of transnational advocacy networks, and of international and local norm advocates, as well as their clever framing strategies, to norm diffusion. Post-war states, however, have often been excluded from this research because of their peculiarity.

For several decades, the Inter-American Commission on Human Rights (IACHR) has been particularly interested in the situation of human rights defenders in the region, whose essential role in the universal implementation of human rights and the consolidation of democracy and the rule of law in the Americas has been emphasized time and again. However, human rights defenders continue to be subjected to attacks and harassment and their work continues to be affected by challenges and obstacles in an effort to silence and inhibit them...This questionnaire has been prepared by the IACHR Human Rights Defenders Unit pursuant to the recommendations made in 2006 in its Report on the Situation of Human Rights Defenders in the Americas and as part of the mandate entrusted to the IACHR by the OAS General Assembly OAS General Assembly through its Resolutions AG/RES.2280(XXXVII-O/07), AG/RES. 2412 (XXXVIII-O/08), and AG/RES. 2517 (XXXIX-O/09). "This report was envisioned to bring to focus the gendered impacts of mining in India. Currently within India there exists very little information in a comprehensive manner on the issues and impacts of mining on women, with the sector continuing to be perceived as one dominated by men. But this is far from the truth. The report is thus an attempt at addressing this lacuna by conducting a study to collect empirical evidence on the issues faced by the different groups of women in mining-indigenous/tribal/adivasi women, women mine workers and women from communities affected by mining or living near existing and abandoned mine sites.
