Resident Program Director (Chief of Party), Bangladesh

Devex is currently assisting a leading international firm in searching for a Resident Program Director (Chief of Party) to be based in Dhaka, Bangladesh.

The Resident Program Director (Chief of Party) will be responsible for the following:

• Oversee the design and implementation of programs in Bangladesh to promote political party organization and democratic reform;
• Provide management and oversight of local and expatriate staff implementing activities at the grassroots level;
• Coordinate with domestic and international partners the implementation of joint programming;
• Establish and maintain close working relationships with political parties, government officials, and civil society groups;
• Ensure adherence to the firm’s and Bangladesh’s policies and procedures, as well as to funder/donor regulations, ensuring the integrity of all financial transactions;
• Represent the firm to the government of Bangladesh, the US Embassy and USAID, and local and international non-governmental organizations (NGOs);
• Report on program activities and political developments in Bangladesh that may affect program outcomes to the Washington, DC-based staff on a regular basis; and
• Oversee the development, review and timely submission of program-related materials, including regular reports that measure and evaluate program results.

Required skills and qualifications:

• Minimum of 14 years of professional work experience; minimum 10 years experience promoting democracy and good governance; minimum 5 years of field experience;
• Degree in international development or in a related field; graduate degree in political science, international relations, public policy, law, or related field preferred;
• Expertise in one or more of the following areas: survey research and analysis; the role of women in political parties; expanding opportunities for youth in politics
• Experience in managing and implementing large USAID-funded international development programs with youth and women’s political participation components;
• Technical expertise in public opinion research and training methodologies preferred;
• Experience in results-oriented program design, strategic planning, and program evaluation
